HomeMy WebLinkAboutA002 - Council Action Form dated April 10, 2001 Item # C Date: April 10, 2001 COUNCIL ACTION FORM SUBJECT: REVISING THE "FEEDING THE METER" ORDINANCE TO ALLOW ALL DAY PARKING IN THE 10-HOUR METERED PARKING SPACES. BACKGROUND: Currently, the "feeding the meter" Ordinance (Sec.18.29), which allows up to 4-hour parking durations in metered parking spaces, is not compatible with the intended use of 10-hour metered spaces within the Downtown Business District. This 'A-hour parking limit" ordinance was originally adopted to encourage parking turnover needed in the heavily used shorter term metered parking spaces in the business district core. However, it inhibits the use of longer term metered parking areas that provide "all-day" parking accommodations for employees, tenants, and other users. Staff believes that the "feeding the meter" ordinance should be revised to be compatible with the use of longer-term 10-hour metered spaces that exist in the Downtown Business District. Currently, there are over eighty 10-hour parking spaces in the East City Hall Lot (Lot N) and the Library Lot (Lot Q) that are very well utilized during the daytime period. With the use of these spaces, some relief has been provided from the long-term parking overflow problems experienced in the area. It is envisioned that these long-term spaces will remain in the near future, especially since there is an adequate supply of shorter-term "4-hour" and "2-hour" metered spaces in this downtown area. In order to accommodate long-term parking in metered spaces, the "feeding the meter" parking ordinance should be changed to exempt parking meters with time limits of more than four hours. The proposed ordinance, along with other pertinent staff reports, memos, and other background information, has been attached. ALTERNATIVES: 1. Do nothing 2. Revise the "feeding the meter" Ordinance (Section 18.29) to exempt parking meters with time limits of more than 4-hours. This would include exempting the 10-hour meters within the East City Hall Lot (Lot N) and the Library Parking Lot (Lot Q). MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, directing the City Attorney to draft the ordinance to revise the "feeding the meter" Ordinance (Section 18.29) to exempt parking meters with time limits of more than 4-hours. This would include exempting the 10-hour meters within the East City Hall Lot (Lot N) and the Library Parking Lot (Lot Q). COUNCIL ACTION:
