COUNCIL ACTION FORM
SUBJECT: RESOLUTION APPROVING THE URBAN REVITALIZATION PLAN FOR
DOWNTOWN AND FIRST PASSAGE OF AN ORDINANCE ESTABLISHING THE
URBAN REVITALIZATION AREA.
BACKGROUND:
On March 6, 2001 the City Council directed staff to establish a Downtown Urban
Revitalization Area (URA). City Council directed staff to prepare an Urban Revitalization
Plan for Downtown and to set a date of public hearing for April 24, 2001 to establish the
Urban Revitalization Area.
City staff has prepared an Urban Revitalization Plan for Downtown and the following items
are included:
The area of the Downtown URA is as follows:
North: North side of Fifth Street
(Includes properties on the north side of Fifth Street.);
East: West side of Duff Avenue;
South: North side of Union Pacific Railroad right-of-way; and,
West: East side of Grand Avenue.
It is expected that thE. value added will exceed the 5% increase required in actual
value.
The owners of the properties in the district are listed on Attachment A.
The zoning is DCSC — Downtown/Campustown Service Center and S-GA —
Government/Airport District.
There are no enhancements to City services needed because of this project.
The project consists of individual properties within the described Downtown Urban
Revitalization Area b=coming eligible only after qualifying under the Urban
Revitalization Downtown Criteria Matrix (see attached Plan).
There will be no displacement of any persons and thus no relocation benefits
provided.
For further detail on the Urban Revitalization Plan for Downtown see the attached Plan.
ALTERNATIVES:
1. The City Council can approve the Urban Revitalization Plan for Downtown and approve
the Ordinance establish°ng the Urban Revitalization Area for Downtown on first reading.
2. The City Council can deny the Urban Revitalization Plan for Downtown and deny
approval of the Ordinance establishing the Urban Revitalization Area for Downtown on
first reading.
3. The City Council can direct that staff revise the Urban Revitalization Plan for Downtown
and table action on the Ordinance establishing the Urban Revitalization Area for
Downtown.
MANAGER'S RECOMME,4DED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative #1.
This action will approve the Urban Revitalization Plan for Downtown and allow for tax
abatement for property that qualifies under the Downtown Criteria Matrix.

7. Annlicability of Revitalization: Revitalization shall be applicable only to that subset
of eligible property within the above legal description that qualifies under the Urban
Revitalization Downtown Criteria Matrix. See Attachment C.
8. Duration: There is no end date.
9. Relocation: The plan does not require the displacement of any persons, and there
will be no relocation benefits provided.
10. Percent Increase in Value Required: The value-added requirement is a five (5)
percent increase in actual value.
11. Federal, State or Private Grant/Loan Programs for Residential Improvements: There
are no grants or loans.

13. Geocode: See Attachment A.
14. Tax Exemption Schedule: The exemption period is for either three (3)years, 5 years,
or 10 years. All qualified real estate is eligible for tax exemption of the value added
by the improvements according to the terms of the exemption selected. The overall
improvement value to the property will need to be at least 105% of the current
assessed value to qualify for the program.

Downtown Area Legal Description:
Beginning at the northeast corner of Lot 5, Block 7, Original Town of Ames, Story
County, Iowa; thence south a distance of 508.15 feet along the west ROW of
Duff Avenue to the north ROW line of the Union Pacific Railroad; thence westerly
along said ROW to the east ROW of Grand Avenue (US Highway 69); thence
north along said ROW line a distance of 400.32 feet to the south ROW line of
Fifth Street; thence west along said ROW line a distance of 25 feet; thence north
a distance of 160 feet; east a distance of 77 feet; thence north 60 feet; thence

URBAN REVITALIZATION

CRITERIA MATRIX
REQUIRED
Downtown District
• Properties must be located w*thin the designated Downtown Urban Revitalization Area.
Utilizing the Design Guidelines for Facade Improvements approved by Council Resolution #01-090
on March 6, 2001
• Properties must follow the Downtown Design Guidelines for fagade improvements;
AND
• Utilizing the services of a designer approved by City staff, implement a fagade improvement project
that meets 100% of the fagade improvements that are called for by the Design Guidelines for Fagade
Improvements. That fagade improvement project shall include one or more of the following
treatments from the Design G,idelines for Fagade Improvements:
• Streetscape
• Upper fagades
• Upper windows
• Storefronts
• Transoms
• Display windows
• Kickplates
• Entrances
• Signs
• Awnings and canopies
• New Construction
If P floor is vacant, then the front half of the P floor is required to have a retail use. If the P floor
is not vacant, and has a permitted use, then it is eligible. Furthermore, no residential structures are
eligible.
The improvements must be maintained for the life of the tax abatement schedule applied for.
