The attached spreadsheet titled SOMERSET: PROPOSED URBAN REVIT. AREA estimates the values using these criteria: ■ Values are estimated for January 1, 2001, rounded to the nearest$100. The rollback percentages are for the 2000 assessment; future years are unknown. Values and rollback adjustments may be higher or lower in future years. Actual abatements will be based on the increase in building value on the assessment date. ■ The actual size, quality, and functionality of the structures may vary from these assumptions. Building style, size, quality, and functionality are based on estimates using similar buildings already constructed in the subdivision, other parts of Ames, and the materials you provided. ■ Values shown are improvement values including garages,parking and driveways. Land values are not subject to the revitalization program and were not included in the estimated value. ■ Village Cottages are detached houses with variable lot sizes from 30' frontage up to 50' frontage. None have been built, but conventional designs would be difficult to fit on less than 50' lot frontages. The number estimated to be built was based on the maximum lot size, and minimum possible number of structures. The cottages were assumed to be smaller than average detached houses in the subdivision. ■ Commercial lots assumed to be one-story retail structures built to cover 90% of the buildable lot area. The number of lots was estimated at 37 and the value calculated based on an average size. Commercial parking is in shared-use outlots and not considered eligible for abatement. Prices are for average retail use; restaurants or franchise buildings would be higher value, and office uses would not be eligible for abatement. 2nd floor apartments would also add value. ■ Certain multi-family lots may have foundations and partial building improvements present when the abatement is approved. The value of these improvements would be deducted from the amount eligible for abatement. ■ It is assumed that the multi-family structures will not be designated as condominiums. Conversion of apartments to condominium ownership changes the classification of individual units from commercial to residential. The rollback percentage is much less for residential value than commercial value. Residential condominium units usually have higher market values, which partially offsets the tax savings due to the rollback. ■ The data in the spreadsheets is estimated based on the best information available to me today.
