COUNCIL ACTION FORM
SUBJECT: DESIGNATING A SNOW ROUTE ALONG HAYWARD AVENUE FROM
STORM STREET TO MORTENSEN ROAD
BACKGROUND:
Hayward Avenue has not been designated as a snow route in front of the Tower's
Dormitory (203' feet south of Storm Street to Mortensen Road) since it is an institutional
road section and under the jurisdiction of Iowa State University. However, the other
sections of Hayward Avenue from the Towers south to Lincoln Way have been
designated as a snow route to accommodate busses and the heavier traffic volumes
along the street. Because this section of Hayward Avenue in front of the Towers is not
designated as a snow route, traversing this section continues to be a problem for the
Cy-Ride bus drivers and travelling public since it is not adequately plowed due to the
long-term presence of parked vehicles. These problems were largely associated with
the narrowed travel widths and slippery conditions resulting from the snow
accumulations that remain next to these parked vehicles. Notwithstanding, conflicts are
being experienced since there is little space for opposing vehicles to pass, and also for
motorists who are maneuvering in and out of parking spaces along the street where the
deep snow accumulations are present.
With the 28E agreement that was approved this summer, parking prohibitions and snow
routes can be established and enforced by the City along this section of Hayward
Avenue. Staff had worked with the University on this 28E agreement initially to provide
continuity in enforcement and regulations along this entire six-block section from
Chamberlain to Mortensen Road that contains single and multi-family residences. As
with the parking prohibition that was previously enacted, staff believes that a snow route
designation should also be designated along this section to coincide with the route that
is designated along the east side of Hayward Avenue from Chamberlain to 204.3 feet
south of Storm Street. It should be noted that "all period" parking prohibitions are
designated along the west side of Hayward Avenue.
Iowa State University officials have been contacted and are very supportive of this
measure. They have indicated that problems had also been reported to their division.
With this designation, University officials will be disseminating notices on vehicles
notifying drivers of the new designation.
ALTERNATIVES:
1. Designate a snow route along the east side of Hayward Avenue from 204.3 feet
south of Storm Street to Mortensen Road.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby directing the City Attorney to draft an ordinance designating a snow
route along the east side of Hayward Avenue from 204.3 feet south of Storm Street to
Mortensen Road.
