Attached are the additional infrastructure costs associated with making Preston Circle a through street. In addition to the cost of the infrastructure the Developers either will lose a standard size lot or they will end up with smaller lots mixed in to achieve the same total number of lots. By making the street go all the way through, the City is creating two more corner lots and reducing the value of the nine interior lots on the cul-de-sac. The corner lots are typically always the last lots to sell in the subdivisions. The lots on the cul-de-sacs sell first and sell for more money. The additional right of way for the street alone is over 15,000 square feet. That is more area than the largest lot in the subdivision. Infrastructure cost difference(see attached) $ 51,748.00 Loss of one lot (typical lot price for Northridge 18th) $ 50,000.00 Reduction of value to lots on the cul-de-sac (9 lots x $3,000) $ 27,000.00 Reduction of value on the corner lots (2 lots x $5,000) $ 10,000.00 Total cost to the developer $138,748.00 One of the arguments by the City staff is that snow removal is difficult on the cul-de- sacs. The Developers would agree to have the home owners association pay for the snow removal on Preston Circle. Another argument is that it forces all of the traffic one way.
