Proposed Parking Restrictions

• Thank you for the opportunity to comment on the parking restrictions on Emerald
Dr. We have lived in this area for many years so have had an interest and
opportunity in observing the traffic and parking on Emerald. As you well know, the
building of apartments and duplexes north of Jewel and west of Emerald generated
the density of parking that is causing the concern. In fact,the critical area is just
south of the intersection because cars parked on both sides restricted the turning
movements but restricted to one side also desirable for a ways south of there also.
That distance south needs to be just far enough that the large number of off-street
parked cars from the apartments and duplexes is accommodated without there being
a large number on both sides. From my observance in the past few months, that
would extend through the 3300 and 3400 block. What I am leading up to is that the
parking volume needs have not changed in the 3500 block of Emerald for many
years(it is still made up of single family dwellings) and is not affected by the
increased number of cars near the intersection of Jewel and Emerald. All that was
accomplished by imposing "no parking" in the 3500 block a few months ago was
frustration and irritation and I would hope that the city would like to avoid that. I
would like to point out that there is no parking restriction further south on Emerald
and that appears to be working fine. In summary, I can see the advantage of
switching sides of the street for parking in the 3300 and 3400 blocks. It will have
no affect in the 3500 block because it wasn't really needed in the first place and I
suggest that restriction be removed during this change. In addition, allowing
parking on both sides would permit families that park on Emerald to use Teagarden
Park without crossing the street.
•My wife and I are co-owners, while most people on Emerald are renting. The
duplexes (town houses)have adequate parking - 2 car garages which are for cars
and not storage. These duplexes have furnished and unfurnished basements for
storage. If Emerald occupants feel they need 3 or 4 cars then they can be parked in
their driveways off the street. We personally do not want cars parked in front of
either side of our right of ways. Currently our neighbors have 3-4 cars and they
park on the road(Emerald) for their convenience. Those cars are eye-sores and add
to the air pollution in our area. Added cars on east side would inhibit the healthy
walking habits of the people in this general area. I feel strongly that people's
possessions should be either on or immediately adjacent to the places they rent or
own. If the rental units need more parking spaces,then let the land owner tear out
his/her grass and pour some concrete for added cars. If you allow cars to be parked
adjacent to my property then I shall take actions of various sorts to protect and
recover my land and my right of way which I have generously "leased" to the city.

•I don't have any problem with changing parking to the East side of Emerald Dr. The
only suggestion I would have is that the city mark the curb on both sides of the
road, no parking, from the intersection of Jewel Drive and Emerald Dr. south to the
south side of the common driveway that leads to the two duplexes on the west side
of the road. (3301 & 3305 Emerald Dr.)(la.st to duplexes on the West Side) Due to
the amount of traffic on that corner,the no parking on both sides would allow for all
turning cars and trucks to have enough room and visibility to make the corner
safely.
