HomeMy WebLinkAboutA003 - Memo to Council regarind insurance effective dates OLD UF memo a City Clerk's Office Caring People Quality Programs Exceptional Service TO: Mayor and City Council L FROM: Diane Voss, City Clerk 3 � ado�� DATE: September 26, 2000 —359 SUBJECT: Insurance Requirements for Tree Surgeons In an effort to be more customer-friendly pertaining to the licensing of tree surgeons, we are proposing a change to the Municipal Code in regards to the insurance requirement. Since November 1989,the Code has required the following: "The (insurance) certificate must be on file in the office of the City Clerk showing that the policy has effective dates coinciding with the effective dates of the tree surgeon's license applied for before the license shall be issued." The requirement of"coinciding effective dates"has been an ongoing struggle for the annual applicants as well as for the staff handling the applications. Since many tree surgeons work in multiple municipalities, the requirement seems unreasonable. Each year during the license renewal period, there is strained dialogue between staff and the applicants(and/or the applicants' insurance agents). Meeting this requirement seems to be difficult for our customers. As a remedy, we request that the City Council direct the City Attorney to draft an ordinance change to simply require tree surgeons to show proof of insurance in order to be licensed(no specific effective dates required). Our office would then follow up with licensees and their insurance agents throughout the licensing period to ensure that we have renewed certificates of insurance on file. This matter has been discussed with the Assistant City Attorney and the Risk Manager,and both indicated that such a change met with their approval. /dry
