SUBJECT: Insurance Requirements for Tree Surgeons
In an effort to avoid another difficult incident with the licensing of Tree Surgeons,we are attempting to
streamline the application process. Since November of 1989, Code has required the following:

The(insurance)certificate must be on file in the office of the City Clerk,showing that the policy has
effective dates coinciding with the effective dates of the tree surgeons license applied for,before the
license shall be issued.
The requirement of"coinciding effective dates" has been an ongoing struggle for the annual applicants
as well as for the staff handling the applications. Since many tree surgeons work in multiple
municipalities, the requirement seems unreasonable. Each year during the license renewal period, there
is strained dialogue between staff and the applicants (and/or the applicants' insurance agents). Meeting
this requirement seems to be difficult for our customer.
We feel this difficulty can be easily remedied. We would like to request that Council change the Code
to simply require tree surgeons to show proof of insurance in order to be licensed (no specific effective
dates required). Our office would then follow up with licensees and their insurance agents throughout
the licensing period to ensure that we have renewed certificates of insurance on file.
