HomeMy WebLinkAboutA001 - Council Action Form dated September 26, 2000 5 Item # Date: September 26, 2000 COUNCIL ACTION FORM SUBJECT: COOLIDGE DRIVE AND BEL AIR DRIVE PARKING PROHIBITIONS BACKGROUND: The City had received a petition from neighborhood residents last spring to evaluate parking problems along Coolidge Drive and Bel Air Drive caused by overflow student parking. It was reported that sections of these streets closest to the high school are heavily parked during the school day which caused problems such as blocked driveways, sight obstructions, hindrance to sweeping and snow removal, and other types of nuisances and problems. It was also reported that the parking does get progressively worse during the school year when more students obtain their driving licenses and begin driving vehicles to school. Prior to instigating these prohibitions, surveys indicated that there were approximately 40 parked vehicles present along these streets during the school day. After receiving this petition, staff did meet with residents on May 2"d and agreed to designate temporary parking restrictions for the remainder of the school year to attempt to alleviate parking problems. It was also agreed that another meeting would be scheduled in August to discuss designating permanent parking prohibitions and other measures that would alleviate the parking problems. The temporary parking prohibitions that were posted were ones designating restrictions between 7:30 to 9:30 a.m. (School Days Only) at the following locations: -0 Bel Air Drive (Coolidge Drive to Bel Air Circle) — south side Coolidge Drive (201h Street to Bel Air Drive) — both sides -t> Coolidge Drive (Bel Air Drive to 1415 Coolidge Drive) west/south sides Another neighborhood meeting was held on Wednesday, August 30th to discuss designating permanent parking prohibitions. This meeting was attended by over 30 area residents who also discussed the school administrator's plans to initiate a project to construct an additional 200 vehicle parking lot addition east of the existing high school lot. These plans could be instigated as early as next year if the district decides to maintain the existing high school at the present site. With this new parking lot addition, most student parking could be accommodated on high school grounds. Although the plans were promising about another new high school parking lot addition, and since it appears that the high school may be relocated, residents agreed that the temporary parking prohibitions along Coolidge Drive and Bel Air should be designated permanently. They believed that parking problems would still persist over at least several years, regardless if the high school was moved to another location. They had discussed extending the parking prohibitions to other nearby streets, but agreed that CAF — Coolidge — Bel Air Parking Prohibitions September 26, 2000 Page 2 additional measures could be instigated in the future if the parking problem did shift to new street locations. However, they did believe that parking prohibitions should be additionally placed on both sides of Bel Air Drive at the Coolidge Drive intersection to improve sight distance and other traffic problems. Staff did notify the residents along both streets about the proposed parking measures for the area. The only comments that were received were about extending the parking prohibitions along both sides of Bel Air Drive. These residents were supportive of extending the prohibitions at the intersection approach (within 100 feet of the intersection), but not further east. ALTERNATIVES: 1. Approve the measure to designate permanent parking prohibitions between 7:30 a.m. to 9:30 a.m. (School Days Only) on the following street sections: Bel Air Drive — south side between Coolidge Drive and Bel Air Circle; Coolidge Drive — both sides between 20th Street and Bel Air Drive; Coolidge Drive — west/south sides between Bel Air Drive and 1415 Coolidge Drive; Bel Air Drive — north side from 100 east of Coolidge Drive. 2. Modify the request and designate temporary parking prohibitions for a two/three year period. 3. Do nothing MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby, directing the City Attorney to prepare an ordinance designating permanent parking prohibitions between 7:30 a.m. to 9:30 a.m. (School Days Only) on the following street sections: Bel Air Drive — south side between Coolidge Drive and Bel Air Circle; Coolidge Drive — both sides between 20th Street and Bel Air Drive; Coolidge Drive —west/south sides between Bel Air Drive and 1415 Coolidge Drive; Bel Air Drive — north side from 100 east of Coolidge Drive. COUNCIL ACTION:
