The houses are in terrible condition. There are a number of code violations that exist in each house. I have already had the city inspector over to inspect the houses and I believe his report will indicate that the houses fall into the slum and blighted category. The houses are unsafe and it would cost far to much to bring them back to a safe and habitable level. It is our intention to put brick or another masonry material on the front and down the sides to comply with the criteria. We will comply with the landscaping guidelines if possible. If you look at the L-3 landscaping standards it seems hard to imagine putting 150% of that level of landscaping on the site. According to the proposed plan there are already 234 plants, trees and shrubs on the site. We would like to proceed with this project as soon as possible. The houses are currently vacant and we have had trouble with people breaking in and vandalizing the structures. 09/07/00 THU 13:46 [TY/RX NO 58631 The following properties were recently inspected for urban revitalization application requirements. The structures at 2916 West Street, 2920 West Street, 2926 West Street and 224 Howard were inspected on August 11, 2000. The following is a list of concerns or violations that were recently observed: 2916 West Street 1. The east entrance is only 6' high, one foot below the minimum standard of any past or present code. 2. The electrical service and system is inadequate. 3. The front porch has deteriorated with rotten flooring and damaged joists. 4. The basement steps are too steep, too narrow and dangerous. 5. There are numerous low rise steps and uneven floors creating tripping hazards in the basement. 6. The basement foundation has shifted and has numerous cracks. 7. The overall headroom clearance in the basement in adequate. 8. The large glass panes in the 1st floor windows are not tempered and they are too close to the floor. 9. There are numerous penetrations and hidden shafts throughout the structure allowing for rapid spread of fire. 10. The structure has settled throughout, causing uneven floors, doors, and windows. 11. There is damaged ceilings caused by roof leaks. 12. The top floor has inadequate ceiling height. 13. The plumbing system is inadequate. 14. The 3rd floor is unsafe due to only one available exit. 15. The steps to the 3rd level are not code complying creating potential falling hazard and dangerous egress in case of fire. 16. The glass in the stairway window is not tempered. 17. The chimney is in bad shape and could fall on someone. 18. The roof has deteriorated and is inadequate. 2920 West Street 1. The front porch is structurally unsound. 2. The front door does not have tempered glass. 3. The plumbing system is inadequate. 4. The roof leaks causing ceiling damage. 5. The steps to the 2nd floor have unsafe headroom clearance and unsafe guardrails. 6. There are numerous penetrations throughout allowing for rapid spread of fire. 7. The basement steps are dangerous and do not meet code. 8. The furnace room opens directly into the apartment living area creating a carbon monoxide danger. 9. The ceiling height in the basement is inadequate. 10. The floor space of the joists in the kitchen is excessive causing the floor to sag. 11. The electrical service and system in inadequate. Page 2 2920 West Street continued 12. The chimney has deteriorated and could fall on someone. 13. There are windows missing. 2926 West Street 1. The foundation has deteriorated and is inadequate. 2. The roof is deteriorated and leaks. 3. The headroom in the basement is too low and is unsafe. 4. Basement steps are unsafe. 5. The electrical system is inadequate. 6. There are numerous penetrations throughout, allowing for rapid spread of fire. 7. The furnace is unsafe. 8. The 3rd level apartment only has one exit. 9. The porch has settled. 10. The floors are sloped showing structural degradation. 224 Howard 1. The decking on the front porch has deteriorated and is unsafe. 2. The roof overhangs are rotten. 3. The roof framing has excessive spans allowing the roof to sag. 4. The chimney has deteriorated and may fall from the roof. 5. There is a major plumbing leak hidden above the finished ceiling in the first level. 6. There is no guardrail on the basement steps. 7. The electrical system is outdated and unsafe. 8. The steps to the 2nd level show signs of structural framing which has settled. 9. The front door has become uneven showing settling of the foundation and structural framing. 10. The roof has deteriorated and needs replaced. It is my opinion that due to the nature of severe problems in each structure that each property meets various criteria in our abatement of dangerous buildings section of our local building code and therefore are potential candidates for urban revitalization within the City of Ames.
