HomeMy WebLinkAboutA003 - Council Action Form dated September 26, 2000 ITEM # 0lJ DATE 09/26/00 COUNCIL ACTION FORM SUBJECT: MOTION TO APPROVE THE REZONING OF PROPERTY FROM "A" (AGRICULTURAL) TO "RL" (RESIDENTIAL LOW DENSITY) GENERALLY LOCATED ON STATE AVENUE IN SOUTHWEST AMES. ACTION FORM SUMMARY: This is an analysis of the City Council's direction to change the zoning map from "Agricultural" to "Residential Low Density" to provide for a single-family residential land use on 2418 State Street. The subject area consists of approximately 1.82 acres. Approval of this rezoning request is recommended. BACKGROUND: Applicant request. The subject area under consideration, referred to as the Riedesel property, is located along State Avenue in the Southwest Growth Corridor. (See map titled "Location Map.') On August 8, 2000, City Council annexed the subject area into the City of Ames. At that time, no zoning was requested for the property and therefore was zoned Agricultural. In an effort to make the existing single-family land use consistent with the City's zoning ordinance and the Land Use Policy Plan, City Council directed staff to initiate a rezoning of the property from A (Agricultural) to RL (Residential Low Density). ANALYSIS. Municipal Services. Water. A 12-inch water main runs along State Avenue. This water main can adequately serve the subject area. Sanitary Sewer. There is an 8-inch sanitary sewer main running along the State Avenue right-of-way, adjacent to the subject area. Services can be adequately extended from the subject property to the sewer main. Electric. The property falls outside of the City of Ames Electric Service Boundary. Fire Response Time. The estimated fire response time is four (4) to five (5) minutes. The subject property falls within the recommended response time of four (4) to five (5) minutes for fire response. The City's fire response time goal is to have 85% of the land area of the city within a response time of five (5) minutes or less. Access/Traffic Impact. A residential drive on the subject property extends to State Avenue. The property maintains the minimum frontage of 35 feet to State Avenue right-of-way, and thus will be a conforming single-family residential lot. Land Use. The subject area is surrounded by single-family residential homes. Some of these homes (to the north of the property) are located in Story County and some (to the east, south, and west) are located in the Corporate Limits of Ames. Zoning. Presently, the property is zoned A (Agricultural). In order for the property to be in conformance with the Land Use Policy Plan and the City's zoning ordinance, it must be zoned RL (Residential Low Density). (See map titled "Recommended Zoning.') Land Use Policy Plan (LUPP) Goals and Policies. The subject property is shown on the LUPP Map as Low Density Residential within the New Lands - All Other Growth Boundary. Additionally, it is located in the Southwest Growth Priority Area. Rezoning the property to RL would be consistent with the Land Use Policy Plan. (See map titled, "Land Use Policy Plan".) STAFF COMMENTS: City Council initiated the rezoning of the property from Agricultural to Residential Low Density. This request is consistent with the designation on the Land Use Policy Plan Map of Residential Low Density, and the Goals and Polices within the LUPP. Present and future residential land uses on the subject property is also consistent with the Phase II Annexation Study. Staff recommends that this rezoning request be approved. RECOMMENDATION OF THE PLANNING & ZONING COMMISSION: The Planning and Zoning Commission reviewed this rezoning proposal at their meeting of September 6, 2000 and approval of this request was recommended. ALTERNATIVES: 1. The City Council can approve the rezoning of 1.82 acres of land, referred to as the Riedesel property, located along State Avenue in the Southwest Growth Corridor from A (Agricultural) to RL (Residential Low Density). 2. The City Council can approve the rezoning of 1.82 acres of land, referred to as the Riedesel property, located along State Avenue in the Southwest Growth Corridor from A (Agricultural) to RL (Residential Low Density) with modifications. 3. The City Council can deny the rezoning of 1.82 acres of land, referred to as the Riedesel property, located along State Avenue in the Southwest Growth Corridor from A (Agricultural) to RL (Residential Low Density). 4. Action on this request can be postponed and referred back to City staff for additional information. RECOMMENDED ACTION: It is recommended that Alternative #1 be adopted. Alternative #1 is a recommendation to approve the rezoning of 1.82 acres of land, referred to as the Riedesel property, located along State Avenue in the Southwest Growth Corridor from A (Agricultural) to RL (Residential Low Density).
