COUNCIL ACTION FORM
SUBJECT: MOTION SETTING A DATE OF PUBLIC HEARING ON RE-
ESTABLISHMENT OF TRANSITION URBAN REVITALIZATION AREA C FOR
SEPTEMBER 12, 2000.
ACTION FORM SUMMARY: The property owners at 116 Clark Avenue have asked the
City Council to extend the designation of the Transition Urban Revitalization Area C for
one year because of delays in getting the development underway.
Staff is recommending approval of this request.
BACKGROUND:
On July 11, 2000 a letter from Heartland Investments was forwarded by City Council for
a report by City staff. The letter requests that the Transition Urban Revitalization Area C
be extended for one year, to August 31, 2001. On August 24, 1999 the City Council
discontinued certain Urban Revitalization Areas and established Transition Urban
Revitalization Areas to accommodate those projects in progress that had relied upon the
possibility of the Urban Revitalization Program. A date of August 31, 2000 was established
as the end date for the Transition Areas based on input from all the property owners
affected in the Transition Areas.
The property owners of 116 Clark Avenue have had difficulties that they did not expect with
development and are asking for a one year extension of Transition Urban Revitalization
Area C. The one year extension would enable the property owners to complete their
project and take advantage of the property tax abatement possibilities. Also, the project
has changed from a three-story office building to a one-story office building.
The action to be taken by the City Council is to set a date of September 12, 2000 for a
public hearing for re-establishment of Transition Urban Revitalization Area C.
Staff is recommending approval.
ALTERNATIVES:
1. The City Council can approve a motion setting a date of public hearing on re-
establishment of Transition Urban Revitalization Area C for September 12, 2000.
2. The City Council can deny a motion setting a date of public hearing on re-
establishment of Transition Urban Revitalization Area C for September 12, 2000.
3. The City Council can direct staff to look at alternative actions.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative #1.
This action will approve a motion setting a date of September 12, 2000 for a public hearing
on re-establishment of Transition Urban Revitalization Area C.
