HomeMy WebLinkAboutA003 - Council Action Form dated August 22, 2000 b� J^ 1 Item # cfte Date: August 22 2000 COUNCIL ACTION FORM SUBJECT: Parking Prohibitions at 1612 and 1620 Wilson Avenue BACKGROUND: In June, a request was received from Delbert Johnson, 1612 Wilson Avenue, to prohibit parking along the east side of Wilson in front of 1612 and 1620 Wilson Avenue to mitigate sight distance and truck maneuvering problems. This 115' curb section is adjacent to the Ames School District's maintenance facility and is currently utilized for on-street parking by the school's employees during the weekday. Due to the presence of two or three vehicles continuously parked along this section, Mr. Johnson reported that he often has difficulty viewing on- coming southbound vehicles when backing out of his driveway. He also has observed that the presence of this on-street parking interferes with semi-tractor trailers delivering goods to the School District. The trucks have difficulty maneuvering out of the driveway with vehicles parked across from the driveway. City staff has met with Mr. Johnson and Steve Carter, the Ames School District's Facilities Director, to discuss this parking prohibition measure on Wilson Avenue. During this meeting, Mr. Carter indicated that he did not believe that the parking prohibition should be designated since it would only shift the problem to other locations in the neighborhood. He also indicated that there were insufficient truck delivery volumes to warrant prohibiting the parking along this adjacent east section. City staff had discussed other alternative measures with Mr. Carter, including providing areas within the existing parking lot to accommodate excess employee parking. However, Mr. Carter indicated that no excess space existed. To resolve the issue, Mr. Carter said he would talk to his employees and suggest that they do not park adjacent to the driveway. However, he also added that he had little control concerning this activity. With this suggested measure, it was agreed that parking prohibitions would not be proposed along this section unless on-street parking became problematic again. Staff agreed to monitor the parking conditions during an extended period to assess whether the utilization of on- street parking was reduced. Since that June meeting, Mr. Johnson has again contacted staff concerning the parking problem. He has indicated that the on-street parking has caused the same problems as reported earlier. After reviewing the parking surveys, it was ascertained by City staff that, during this past month, two to three vehicles parked in front of 1612 and 1620 Wilson on weekdays and presented a sight distance problem. Mr. Johnson also provided pictures of the various trucks accessing the School District's driveway and indicated again that these drivers were having difficulty maneuvering out of the driveway. Based on this information, staff has concurred that parking prohibitions should be designated along this section to improve the sight distance and truck maneuvering. Staff has contacted Mr. Carter about the proposed parking prohibition and has received no response. The adjacent neighbor at 1620 Wilson has been contacted and is supportive of this measure. ALTERNATIVES: 1. Designate a parking prohibition along a 115-foot section on the east side of Wilson Avenue between 1612 and 1620 to improve sight distance and truck maneuvering. 2. Do nothing MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alter- native #1 , thereby directing the City Attorney to draft an ordinance to designate a parking prohibition along a 115' section on the east side of Wilson Avenue between 1612 and 1620 to improve sight distance and truck maneuvering.
