SUBJECT: Ban Dogs from Homewood Golf Course
BACKGROUND: Individuals walking dogs at Homewood Golf Course have become both an irritant
and a safety issue to golf patrons. Golfers complain that unleashed dogs jump on them and that it
is not uncommon for a pet owner and dog to cross in front of a golfer whereby forcing the golfer to
wait until the person and their dog out-of-the-way for fear of hitting them with a golf ball.
Since Homewood Golf Course (43 acres) is sandwiched between Inis Grove Park (42 acres) on the
North/west side and Carr Woods, East, North, and South River Valley Parks (150 acres) on the East
and South sides it seems appropriate to entirely ban dogs from Homewood Golf Course. However,
at the Parks and Recreation Commission meeting in June several residents that walk dogs at
Homewood addressed the Commission and expressed that the ban should only be in effect when the
course is open for play. They stated that Homewood is a convenient and excellent open space to walk
and exercise their pets when golfers are not present.
The Parks and Recreation Commission recommends that the City Council direct the City Attorney to
prepare a City ordinance banning dogs from Homewood Golf Course when the course is open for play.
It was determined that the course would be considered "open"when the flagpoles are in the cups on
the greens.
ALTERNATIVES:
1. Direct the City Attorney to prepare an ordinance banning dogs from Homewood Golf Course when
the course is open for play.
2. Direct the City Attorney to prepare an ordinance banning dogs entirely from Homewood Golf
Course.
3. Do not ban dogs at anytime from Homewood Golf Course.
CITY MANAGER RECOMMENDED ACTION:
The City Manager recommends Alternative #1. By passing an ordinance banning dogs from
Homewood Golf Course, when the course is open, both golfer and pet owner issues will be addressed.
