COUNCIL ACTION FORM
SUBJECT: MOTION TO APPROVE THE REZONING OF 7.29 ACRES OF LAND,
LOCATED SOUTH OF OAKWOOD ROAD AND 1/4 MILE WEST OF ELWOOD DRIVE
(KNOWN AS CHRISTOFFERSON PARK) FROM "AGRICULTURAL" TO
"GOVERNMENT/AIRPORT".
ACTION FORM SUMMARY: This is a City initiated rezoning of approximately seven acres
of park land, located south of Oakwood Road and 1/4 mile west of Elwood Drive, from
Agricultural to Government/Airport.
Approval of this request is recommended.
BACKGROUND:
This is a City initiated rezoning of City-owned parkland, known as Christofferson Park,
which is a 7.29 acre parcel, located south of Oakwood Road and 1/4 mile west of Elwood
Drive. The City purchased this property in May of 1999 for use as a public neighborhood
park, and it is currently under development. (Refer to the attached "Location Map".)
ANALYSIS:
Land Use Policy Plan (LUPP). The subject property is shown on the LUPP Map as
Village/Suburban Residential within the New Lands-All Other Growth Boundary. A
neighborhood park on this property is consistent with the LUPP designation. The LUPP
document indicates that neighborhood parks are an amenity for residential areas and serve
to enhance community identity. (Please refer to the map titled "Land Use Policy Plan".)
Municipal Services.
Water. There is a 12-inch water main in Oakwood Road, which is adjacent to this
property on the north. Service to Christofferson Park will be extended from this
12-inch water main.
Sanitary Sewer. There is a 12-inch sanitary sewer main that terminates in the
southwest corner of the Wessex Subdivision to the east of this site, which is
planned to be extended through this park site in order to serve future development
to the west. Construction of the sanitary sewer main will take place as funding
allows through the CIP and budget process of the City. Sanitary sewer service for
the park will be extended from this existing 12-inch sanitary sewer main.
Electric. The subject property falls outside the City of Ames Electric Service
Boundary.
Fire Department Response Time. The estimated Fire Department response time
is four (4) to five (5) minutes. The subject property falls within the recommended
emergency response time of four (4) minutes for emergency response and a fire
response time of five (5) minutes.
Access/Traffic Impact. Access to this property will come from an access drive off
of the south side of Oakwood Road. There is a bicycle path planned along the
north side of this property that will be used by both bicyclists and pedestrians to
access this neighborhood park site. This path should be put in by the Parks and
Recreation Department at the time that the property to the east puts its adjacent
path in this fall. Since this is a neighborhood park, most of the traffic to the site will
come from the general area, and will be primarily on foot or by bicycle. There is no
need for a traffic study since the traffic is local in nature.
Zoning. Currently, the park is zoned Agricultural. Since the park is City-owned
property, the City Council should initiate rezoning to "S-GA", Government/Airport,
which is the appropriate zoning for government owned land. (Please refer to the
map titled "Existing and Proposed Zoning Map".)
STAFF COMMENTS:
This rezoning is in accordance with the designation on the Land Use Policy Plan Map of
Village/Suburban Residential, and the Goals and Policies within the LUPP document that
indicate that neighborhood parks are an amenity for residential areas and serve to
enhance community identity. Therefore, staff believes that a proper zoning designation
should be given to the subject property to reflect a public owned recreational resource. The
appropriate zoning designation for this resource is "S-GA", Government/Airport, since this
is publicly owned, government land.
RECOMMENDATION OF THE PLANNING & ZONING COMMISSION:
The Planning and Zoning Commission reviewed this request at their meeting of July 19,
2000 and approval of this rezoning proposal was recommended.
ALTERNATIVES:
1. The City Council can approve this rezoning of Christofferson Park, approximately
seven (7) acres of parkland, from Agricultural to Government/Airport.
2. The City Council can deny this rezoning of Christofferson Park, approximately seven
(7) acres of parkland, from Agricultural to Government/Airport.
3. Action on this request can be postponed and referred back to City staff for additional
information.

RECOMMENDED ACTION:
It is recommended that Alternative #1 be adopted. Alternative #1 is an approval of the
rezoning of 7.29 acres of land known as Christofferson Park, which is located south of
Oakwood Road and 1/4 mile west of Elwood Drive to "Government/Airport" (S-GA).
