HomeMy WebLinkAboutA001 - Council Action Form dated May 23, 2000 Item # Date: May 23, 2000 COUNCIL ACTION FORM SUBJECT: PARKING PROHIBITIONS FOR THE SOMERSET SUBDIVISION. BACKGROUND: During the review of the Somerset development, staff worked with developers on plans to designate parking prohibitions on one or both sides of new streets. Currently, parking prohibitions have been designated along the newly developed streets of Stange Road, Camden Drive, Sherwood Avenue, Bristol Drive, Kent Avenue, Chester Drive, Aspen Road, and Somerset Drive within the development. With continued development this year, parking prohibitions should be designated along the remainder of the streets within the development so that parking prohibitions can be posted following the street construction. These remaining streets include Somerset Drive, Northridge Parkway, Oxford Avenue, Sheffield Avenue, Cambridge Drive, York Drive, Clayton Drive, and Piccadilly Square. The plans proposed for this development are typical to ones approved in the past that call for providing the desired street widths for the safe passage of traffic and emergency vehicles. According to these plans, parking is proposed to be prohibited along both sides of streets in commercial and industrial zoned areas to accommodate the heavier traffic and truck turning movements. Also, parking prohibitions are proposed on both sides of the street in other zoned areas where heavy traffic volumes are projected. Along local streets, parking is proposed along only one side of the street to provide a safe street width for traffic and emergency vehicles. Provided below are the proposed parking prohibition plans for the remaining streets in the Somerset development. Northridge Parkway — Parking is prohibited on the north side from George Washington Carver east to 100' east of Stange Road. Along the south side, parking will be prohibited 20' from radii returns at intersections. Somerset Drive — Parking is prohibited on north and east side. Oxford Avenue — Parking is prohibited on the east side. Along the west side, parking will be prohibited 20' from radii returns at intersections. Sheffield Avenue — Parking is prohibited on the east side. Along the west side, parking will be prohibited 20' from radii returns at intersections. Cambridge Drive — Parking is prohibited on east and north side. Along the south and west sides, parking will be prohibited 20' from radii returns at intersections. Along the south side, parking will be prohibited 20' from radii returns at intersections. Clayton Drive - Parking is prohibited on the north and west sides. Along the south and east sides, parking will be prohibited 20' from radii returns at intersections. Piccadilly Square — Parking is prohibited on both sides of the street. As noted above, it has been the past practice to designate parking prohibitions along new subdivision streets with typical widths of 27' and 31' for traffic safety purposes. All streets within the development have either a 27' or 31' street width, except for Piccadilly Square (i.e. 20' width). With this street width, parking should be prohibited on one side to accommodate a two-way traffic flow. If parking were allowed on both sides of the street, the available street width for traffic would be reduced to 15', or one lane of travel. This would not only create a hazardous situation for traffic, but also would restrict access by emergency vehicles. ALTERNATIVES: 1. Prohibit parking as indicated in the above report for the remainder of streets within the Somerset development. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking as indicated in the above report for the remaining streets within the Somerset development.
