HomeMy WebLinkAboutA005 - Council Action Form dated May 9, 2000 } 39 Item # a Date: May 9, 2000 COUNCIL ACTION FORM SUBJECT: SUMNER AVENUE PARKING PROHIBITIONS BACKGROUND: During the April 11th meeting, City Council referred to staff a request by Perry Upchurch, owner of the Lincoln Lodge Motel, to re-evaluate the proposed Sumner Avenue parking prohibition plan. This proposed plan consisted of designating a 2:00 a.m. — 6:00 a.m. parking prohibition along both sides of Sumner Avenue from Lincoln Way to South 2nd Street to discourage long-term parking use. During the Council meeting, it was indicated this plan would detrimentally impact Mr. Upchurch's motel business since he needs some parking along the street to accommodate over-night parking for his guests. According to Mr. Upchurch, the majority of Lincoln Lodge's guests between the months of April and November are contractors, all of whom either drive pickups or larger vehicles with an occasional trailer. Because of the limited on-site parking at the motel, especially when there are larger trucks parked in the motel courtyard, the 6 or so parking spaces on the east side adjacent to the motel's property become extremely important. It is believed by Mr. Upchurch that the Sumner Avenue parking prohibition plan should be changed to exclude a portion of Sumner Avenue adjacent to the Lincoln Lodge property along the east side of the street from the north side of the Orning Glass property, southward to Lincoln Way. Mr. Upchurch indicates that this measure should be acceptable since his contractors do not contribute to the long-term parking use that is a problem for the area businesses. He indicates that the contractors who normally park in these spaces along Sumner Avenue are always gone by 7.30 a.m., and seldom return before 5:30 p.m. Moreover, these contractors are not typically guests in the winter months when the on-street parking use would create problems for snow removal activities. After reviewing the request, staff believes that the Sumner Avenue parking prohibition plan should be changed to accommodate the parking needs of the Lincoln Lodge Motel. It is believed that this parking doesn't contribute to the problems that are ongoing along the street, and should not be an impediment to daytime businesses parking use. However, staff believes that on-street parking should be prohibited along this section of Sumner Avenue adjacent to the Lincoln Lodge from 2:00 to 6:00 a.m. during the winter months of December to March. This would alleviate snow removal problems, because this section of street may be used for storing towed vehicles. It should be noted that with this partial year parking prohibition, snow removal activities would be facilitated since crews normally target these streets for early morning snow removal where parking would create an impediment during the day. CAF — Sumner Avenue Parking May 9, 2000 Page 2 The two property owners, Perry Upchurch and John Scheppler, owner of Orning Glass Company, have been contacted concerning this proposed parking prohibition measure. Both are supportive of this compromise measure since it will both sustain the parking needs of Lincoln Lodge, and alleviate parking problems adjacent to the Orning Glass property. ALTERNATIVES: 1. Designate a "2:00 a.m. to 6:00 a.m. "1parking prohibition along both sides of Sumner Avenue from Lincoln Way to South 2n Street, except along the east side from 35 feet south of Lincoln Way south 130 feet to the south property line of Lincoln Lodge for the dates between April 1 and November 30. It should be noted that there is an existing 35' parking prohibition on Sumner Avenue approach at the Lincoln Way intersection that is needed to facilitate traffic movements. 2. Do nothing and continue to enforce the "48" hour parking prohibitions along Sumner Avenue. 3. Designate a "2:00 a.m. to 6.00 a.m." parking prohibition along both sides of Sumner Avenue from Lincoln Way to South 2n Street. This measure would inconvenience guests at the Lincoln Lodge who would have to provide on-street parking areas along the north side of Lincoln Way where over-night parking is allowed. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby, direct the City Attorney to draft an ordinance designating a "2:00 a.m. to 6:00 a.m." parking prohibition along both sides of Sumner Avenue from Lincoln Way to South 2nd Street, except along the east side from 35 feet south of Lincoln Way south 130 feet to the south property line of Lincoln Lodge during the dates between April 1 and November 30.
