Section 4. Section 5. He shall be the presidinc,:- officer of the council with the right to vote in case of a tie . Section 6. He shall sign every ordinance or resolution -sassed by the council be- fore the sa!-, e shall be in force. if he refuses to sign any such ordinance or resolu- tion, he shall ca.11 a. meeting of the council within fourteen days thereafter and return the same with his reasons ti-I-erefor. If he fails to call such meeting within the time fixed above, or fails to return the ordinance or resolution with his reasons as herein required , such ordinance or resolution shall become operative ut such signature. 3ection 8. He shall sign in behalf of the city all contractSbeti,,;een the city and 3ny other party, in all cases ri:here the contracts are ai,,thorized or directed by the :,,ouncil. eGtion 9 . He shall keep an office in the City Hall in the rooms now set aside for tree use of the mayor. He shall have exclusive jurisdiction of all actions or prosecutions nor -the violation of city ordinances ) and shall have in criminal matters the juris- aiction of a justice of the -peace coextensive with the county; and in civil cases the Jurisdiction within the city that a justice of the peac'e has within the township Sect ion 11 . In case of prosecutions under the ordinances of the city, should the liayor be absent or unable to act, the nearest justice of the -peace shall have the jurisdiction of the mayor and' shall receive the statutory fees to be paid by the pity or county, as the case may be. ection 12 .
