HomeMy WebLinkAboutA017 - Council Action Form dated May 23, 2000 t ITEM # 3� a_ DATE 05/23/00 COUNCIL ACTION FORM SUBJECT: RESOLUTION APPROVING THE URBAN REVITALIZATION PLAN FOR 316 LINCOLN WAY. ACTION FORM SUMMARY: The City Council is being asked to approve the Urban Revitalization Plan that staff was directed to prepare for 316 Lincoln Way. Staff is recommending approval. BACKGROUND: On April 11, 2000 the City Council determined that the request for designation of an Urban Revitalization Area for 316 Lincoln Way met the Criteria for Eligibility. The Required Condition the project meets is that it currently is a non-conforming use with respect to base zoning and that it will be brought into conformance. Under the Optional Conditions the project meets the requirements of Design Standards, Landscaping, and Signage. The City Council waived the optional requirement of shared parking. City Council also directed staff to include in the Urban Revitalization Plan for 316 Lincoln Way the-sign graphics for the proposed monument sign and building facade drawings (see attached drawings). City Council then directed staff to prepare an Urban Revitalization Plan for 316 Lincoln Way and to set a date of public hearing for May 23, 2000 to establish the Urban Revitalization Area. City staff has prepared an Urban Revitalization Plan for 316 Lincoln Way. The following items are included in the Urban Revitalization Plan: The area includes 302 and 326 Lincoln Way, as the Urban Revitalization Program requires that there be two principal structures in each Urban Revitalization Area established. The tax abatements will exist only for 316 Lincoln Way. The total assessed valuation of land and buildings on the properties total: 316 Lincoln Way Land - $259,000 Improvements - $0 302 Lincoln Way Land - $292,800 Improvements - $464,900 326 Lincoln Way Land - $253,500 Improvements - $177,500 It is expected that the value added will exceed the five- (5)% increase required in actual value. The owners of the properties in the district are: 316 Lincoln Way — Edward Sorenson 302 Lincoln Way — CNL Net Lease Investors LP 326 Lincoln Way — QC Energy II LC The zoning is HOC, which is Highway Orientated Commercial. There are no enhancements to City services needed because of this project. The project consists of an existing mobile home court to be removed and replaced with a Dairy Queen Franchise operation. There will be no displacement of any persons and thus no relocation benefits provided. For further detail on the Urban Revitalization Plan for 316 Lincoln Way see the attached plan. City staff is recommending approval of this action. ALTERNATIVES: 1. The City Council can approve the Urban Revitalization Plan for 316 Lincoln Way. 2. The City Council can deny the Urban Revitalization Plan for 316 Lincoln Way. 3. The City Council can direct staff to revise the Urban Revitalization Plan for 316 Lincoln Way. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This action will approve the Urban Revitalization Plan for 316 Lincoln Way and allow for tax abatement for redevelopment of a mobile home court into a Dairy Queen Franchise building.
