SUBJECT: FIRST READING OF ORDINANCE TO ESTABLISH ADAMS STREET
WATER CONNECTION DISTRICT
BACKGROUND:
When a City installs utilities abutting undeveloped properties, the City may assess the
project or the City may recoup construction costs through fees collected at the time
utility service is requested as allowed by Section 384.38(3) Code of Iowa, 1997.
The proposed ordinance establishes fees to be charged to the Adams Street and
Hallett's property north of Adams Street and west of Calhoun Avenue. The proposed
connection district of approximately 4.48 acres is shown on the attached plat. The
proposed fee for water main improvements is $2,964.09 per acre. The City could
recoup up to $13,269.00 for water main improvements that have been paid for by the
City and not assessed to the Adams Street and Hallett's property.
According to the developer's agreement on file for the Windsor Oaks Subdivision, the
City and developer were to share the cost equally for installing the 650 feet of 8" water
main and four fire hydrants. The City spent $8,443 installing 230 feet of 8" water main
and one fire hydrant with the Adams Street paving project and the developer of Windsor
Oaks spent $18,095 for installing 420 feet of 8" water main and three hydrants. These
costs total $26, 538 of which the City share is $13,269.00.
According to the above, the City still owes the developer $4,826.00 for installation of
water main in Adams Street. This amount will be reconciled with the developer before
accepting other public improvements that were installed for Windsor Oaks Subdivision.
ALTERNATIVES:
1. Approve the ordinance and recoup City costs that were spent to install utilities
when properties are developed.
2. Reject the ordinance and do not recoup City costs to install utilities.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve the Adams
Street Water Connection District ordinance, thereby approving the ordinance and
recoup City costs that were spent to install utilities when properties are developed.

Windsor Oaks Subdivision to the City of Ames, Iowa; thence north 300 feet; thence east
421 feet parallel with and 300 feet distant from said north line of Outlot "A"; thence south
300 feet to the point of beginning.
Containing 2.899 acres.

Beginning at the southwest corner of the NEY4 NEY4 of Section 27, T84N R24W of the
5th p.m., Story County, Iowa; thence east 229 feet along the north right-of-way of Adams
Street; thence north 300 feet; thence west 229 feet parallel with and 300 feet distant
from said right-of-way line; thence south 300 feet to the point of beginning.
Containing 1.577 acres.
