Definitions Item 2. BLOCK Comment: We suggest this be defined as"A combination of building lots,which may be serviced by an alley,the perimeter. . . . . . . . Item 10. NEIGHBORHOOD EDGE Comment: We suggest this be defined as"An area furthest from the Neighborhood Center,yet within a ten to fifteen minute walk of the Neighborhood Center that is ....... SECTION E. General Requirements Item 1. SIZE Comment: We question the thought behind the statement that Village Residential Projects shall be not more than 160 acres in size. Item 3.C.1 Comment: We feel Country Houses should be on large estate lots which measure between 70 and 96 feet in width or larger. Item 3.C.2 Comment: We feel Village Houses should be on standard lots which measure between 48 and 70 feet wide. Item 3.c.e comment: We suggest this should read,"Park and Open"Space uses shall be evenly distributed throughout the Village Residential Project. (delete the rest of the sentence Item 3.i Comment: We suggest this entire item be deleted. Item 5.b General Building Placement Standards Comment: We suggest Item B should read"A corner condition exists whenever a street intersects with another street or plaza. SECTION G Urban Regulations Item 1 Country Houses (General Requirements) Comments: (3) We suggest this item should read,"Country Houses shall be constructed on lots that are between Z and 96 feet or larger in width." (Height Restrictions) (1) We suggest the item read,"The height of Country Houses shall not exceed two stories." Please define a"Garden Wall" Item 2 Village House (General Requirements) Comments: (3)We suggest this item read,"Village Houses shall be constructed on lots that are between 48 and Qfeet in width." However,exceptions need to be allowed since some Village House lots in Somerset have widths up to 115 feet (Height Restrictions) (1) We suggest this item read,"Village Houses shall not exceed 2 stories for lots that are 60 or more feet wide and 1 1/2 stories for Village Houses on lots that are less than 60 feet wide." Item 3 Village Cottages (General Requirements) Comments: (3) We suggest this item read,"Village Cottages shall be constructed on lots that are between-30 and 50 wide." (Building Placement) (1) City Staff needs to clarify this statement about the mandatory build-to-line or re-word it. (2) We feel this item should read,"Village Cottages shall be located no closer than 5 feet to the interior side lot line and 15 feet to the side lot line in a comer condition." (Use Requirements) (1) This typo should be corrected to read,"Village Cottages shall be used for residential purposes only." Item 1 Townhomes(Sideyard House) Comments: (General Requirements) (3) We feel this item should read,"Townhomes shall be constructed on lots that have a maximum width of 48 feet." (Building Placement) (1) We suggest this item read,"There shall be a mandatory build-to-line not to exceed 15 feet and the build-to-line shall be constant for a street face." Page 2 (6) We suggest this item read,"All twnhome lots shall have access from an alley,when an alley exists," (Parking Requirements) (1) We suggest this item read,"Each Townhome shall be required to provide two parking spaces in the area of the lot." (Delete the remainder of thatsentence) Item 5 Rowhouses Comments: (General Requirements) (3) We feel this item should read,"Rowhouses shall be constructed on lots that are no more than 40 feet wide,"However,exceptions need to be allowed since some Rowhouse lots in Somerset have widths of 50 feet. (Building Placement) (1) We feel this item should read,"There shall be a mandatory build-to-line of 15 fee ,and the build-to-line shall be constant along a street face." (6) We suggest this entire item concerning entrances be deleted (8) We suggest this item read,"Access for all Rowhouse lots shall be from an alley." Item 6 Village Apartments Comments: (Height Restrictions) (1) We suggest this item should read,"Village Apartments shall be a minimum of 2 storeis and a maximum of 3 stories in height." Item 8 Commercial/Shop Front Comments: (Use Requirements) We feel banks should include drive through teller services (Customers may not use a facility if this is not included.) We feel that third and fourth floors of these facilities should be permitted to contain apartments (Who will shop at a business located on the third or fourth floor?) SECTION H Park and Open Space Requirements Comments: In first and third sentences,need to correct small typos. Does the Parks Master Plan of the Cily,mentioned in sentence 3,exist? SECTION I Landscaping Requirements Comments: We feel Item 4,about plantings and architectural lines,should be deleted SUBURBAN RESIDENTIAL Comment: This is a drastic change from our current policy. Too much detail is required. A PUD is required before zoing is approved. This entire section needs to be revised. acc98/1uppzon/villres.doc Page 3
