The City of Ames is in the process of creating an Urban Revitalization Area that includes your
property at 315 Welch Avenue. A neighboring property has applied for tax abatement through the
Urban Revitalization Program, and your property needs to be included pursuant to state law. This
is the sole purpose your property is included in the Urban Revitalization Area; there is no action to
be taken by you concerning this issue.
The Ames City Council will conduct a public hearing for the establishment of the proposed Urban
Revitalization Area at their regularly scheduled meeting on February 22, 2000. If you desire

Request for Designation of Urban Revitalization Area
Multiple Family Residential Matrix
Required Criteria:
SLUM AND BLIGHTED —Properties that have been given a condition rating of poor or
very poor by the City Assessor.
The property known as 325 Welch was uninhabited when we purchased it. It was
formally the home of the Iowa Gamma-Phi Delta Thetas. After the purchase of the
building for $ 193,000.00, major asbestos problems were discovered and an appeal was
made to the Board of Review (see attached). The value of the building was then set at $
—0-;the land value at$133,100.00. Also see attached the assessor's remarks from May of
1999, stating the building was in poor condition.
Optional Criteria;
BRICK CONSTRUCTION OR SIMILAR MASONRY MATERIAL — 100% of the street
face and 50% of the sides of the structure shall be faced with brick or a similar masonry
material.
The property is already fully bricked in a beautiful old brick that we hope to
enhance with cleanup and exterior improvements.
-AND-
LANDSCAPING BEYOND REQUIRED —Landscaping improvements installed at 150%
of the required landscaping standard or greater
Randy Lueth at Engineering Plus has assured us that the site plan, which is
attached to this request, has more than 150% of the required landscaping.

At their May 27, 1999, meeting, the Ames City Board of Review considered the 1999
assessed value of the property at 325 WELCH AVE, reference#09-09-130-050 owned by
TAJMA LLC . After reviewing the material presented and other available information,
the board took the following action:
The building value was decreased by $319,600. The revised 1999 value is
$133,100.
Reason for the adjustment in value: The Board found the market value was less
than the assessed value. The building value was reduced to zero until it is either
demolished or repaired.
This is a legal notice regarding the assessed value of the above-described property.
Appeal may be taken from the action of the Board of Review with reference to protests of
assessments to the Story County District Court.
Appeals shall be taken by a written notice of appeal to the District Court within twenty
(20) days of the adjournment of the Board of Review, or twenty (20) days after May 31,
whichever is latest. (See Section 441.38 of the Iowa Code for more information.)
The Ames Board of Review did finally adjourn the 1999 regular session this 18th day of
June, 1999.

I he petition has a letter attached.
A deed from Iowa Gamma Phi Delta Theta to Terra Firma stating a consideration of$125,000 was
filed in April. The letter mentions $150,000. An exchange for rental properties with the Halls for
a declared $193,000 is supposed to be in the process of being completed.
The building was vacant and is under construction. Asbestos problems have resulted, and the cost
to remodel is uncertain at this time. Our office was last through this building in 1987. -We were
unaware of its condition until the appeal was filed.
I recommend the petition be granted and the total value be set at $190,000 for 1999 with $133,100
on the land and $56,900 on the building. This is a reduction of$262,700.

Dear Richard:
Rci,arding 325 Welch, I paid $]50,000 for it a few months ago. It was a disaster
because it had been abandoned for l % years. I immediately resold it to Dick and Rena
Hall, who plan to convert it to apartments.
The interior has been totally destroyed, windows knocked out, etc. prior to our
taking possession. Even though I've sold it, I feel a responsibility for it. Please adjust
the assessment accordingly and feel free to talk to the Halls also. Thank you.
Regarding Mortensen Manor we feel this is an unfair assessment since we didn't
raise the rents this year and because it's a very expensive property to keep up because of
all the grass, etc. Thank you.
