Home My WebLink AboutA001 - Council Action Form dated November 9, 1999 Item # 35 Date: November 9, 1999 COUNCIL ACTION FORM SUBJECT: DESIGNATING PARKING PROHIBITIONS ON BILLY SUNDAY ROAD AS PART OF THE SOUTH DUFF COMMUNITY PARK DEVELOPMENT BACKGROUND: During the review of the South Duff Community Park Development, staff worked with developers on plans to designate parking prohibitions on Billy Sunday Road. These plans include parking prohibitions along both sides of the street from the South Duff frontage road east approximately 1,500 feet to the east end. By designating these prohibitions, the street will be able to accommodate moderate to high traffic volumes generated by the development. It is expected that traffic volumes on Billy Sunday Road, generated by the Ames Youth Sports Complex participants, will reach 3,000 vehicles per day. This plan does conform to City Subdivision standards established to allow safe passage of traffic and emergency vehicles in the commercial and industrial zoned areas. This proposed parking prohibition along Billy Sunday Road will extend the entire length (1,500') of the street. This street will be reconstructed and paved to a 26' width, sufficient to accommodate commercial traffic flow only. It should be noted that on-street parking prohibitions also exist along the South Duff frontage road that has a 31' width. The alternate to this proposed measure is to provide parking along one side of the street. With this measure, the travel width of the street would be effectively narrowed to 15 feet, or sufficient width for only a one-lane traffic flow. With the projected volumes (3,000 vpd), this will cause potential accidents and contribute to considerable delays along this future improved street. ALTERNATIVES: 1. Prohibit parking on both sides of Billy Sunday Road from the South Duff frontage road east approximately 1,500 feet to the east end. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby, approving an ordinance prohibiting parking on both sides of Billy Sunday Road from the South Duff frontage road east to the east end.
