SUBJECT: Transitional Urban Revitalization Districts A-N
On July 13, 1999 the City Council set a date of public hearing of August 24, 1999 for the approval of 14 transition urban
revitalization districts to accommodate current or proposed(prior to June 30, 1999)projects in the current Urban
Revitalization Districts 1,2,4,and 5.
The 14 districts are made up of an area with at least two buildings in the district as required by state law. Neighboring
property,in many instances,has been added to the district in which a property has an approved project or proposed project
with only one building on the property. The neighboring property has been excluded from obtaining any benefit under the
Transitional Urban Revitalization Program. This action does not encumber the neighboring property. The Transitional
Districts A-N will be in effect until August 31 2000 at that time the districts will end. The tax exemption schedules for
projects in the Transitional Districts A-N will continue after August 31,2000 until the selected schedule is completed.
The 14 districts are located in the following general areas:
• Lincoln Way,South Duff Avenue Corridor-5 districts
• North of 6`s Street-2 districts
• South of Lincoln Way-2 districts
• Campus Area-5 districts
The 14 districts are composed of the following projects:
• Apartment projects-9 districts
• Retail projects-4 districts
• Bank/Office-2 districts(One district contains both a retail and an office project)
The actions to be taken at the Tuesday,August 24, 1999 City Council meeting are the following:
• The repealing of Urban Revitalization Districts 1,2,4,and 5.
• The establishment by ordinance of 14 Transitional Urban Revitalization Districts A-N.
With this action there will be 16 Urban Revitalization Districts in Ames. These are the existing districts along Jewel Drive,
District#6,and Somerset Village,District#7,plus the new Transitional Districts A-N.

RESOLUTION APPROVING PLANS FOR TRANSITION URBAN
REVITALIZATION AREAS "A"THROUGH "N"
WHEREAS, the City staff has prepared proposed plans for each of fourteen designated
revitalization areas named Transition Urban Revitalization Areas A through N, respectively, as
described in said proposed plans, each of those plans being attached hereto; and,
WHEREAS, a public hearing was scheduled and notice given to owners of record of real property
located within the proposed area and the tenants living within the proposed area and to the occupants
of addresses located within the proposed area pursuant to and in accordance with Section 404.2(3),
Code of Iowa; and,
WHEREAS, said hearing was held at the time and place scheduled and all persons appearing there
and desiring to be heard on said plans were given the opportunity to be heard;
NOW,THEREFORE, BE IT RESOLVED:
1. That it is found that the rehabilitation, conservation, redevelopment, economic
development, or a combination thereof of each of the said areas is necessary in the interest of the
public health, safety, or welfare of the residents of the City and each of the said areas meets the
criteria of Section 404.1, Code of Iowa.
2. The revitalization plan for each of the said areas, called Transition Urban
Revitalization Areas A through N, respectively, as now on file, shall be and the same are hereby

AREAS AND TO ESTABLISH TRANSITION URBAN REVITALIZATION
AREAS TO ACCOMMODATE PROJECTS IN PROGRESS;REPEALING ANY
AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT TO
THE EXTENT OF SUCH CONFLICT;AND ESTABLISHING AN EFFECTIVE
DATE.
BE IT ENACTED,by the City Council for the City of Ames,Iowa,that:
Section One. Those Urban Revitalization Areas known as One,Two, Four, and Five, as designated by Ordinances
numbered 2798,2799,2896,2801,and 2802,respectively,are hereby repealed and discontinued.
Section Two. To accommodate projects now in progress in the said Urban Revitalization Areas, transition urban
