COUNCIL ACTION FORM
SUBJECT: POE AVENUE AND POE CIRCLE PARKING PROHIBITION PLAN
BACKGROUND:
During the review of the Hillside Subdivision — 4th Addition, staff worked with the
Hunziker Development group on plans to designate parking prohibitions on new
subdivision streets. The plans proposed for this new subdivision are typical to ones
approved in the past that call for providing the desired travel widths for the safe passage
of traffic and emergency vehicles. According to these plans, parking is proposed to be
prohibited along one side of Poe Circle and Poe Avenue because these streets are 27'
wide local streets. The other street within this subdivision, Clemens Boulevard, has
already been designated with a parking prohibition as part of an earlier subdivision
parking prohibition plan approval.
Both the developer and staff have agreed that the parking prohibitions should be
designated along the east side of Poe Circle (Clemens Boulevard north to the circle
radii) and Poe Avenue (Clemens Boulevard south to south end) to conform to the other
area street parking prohibition plans. Please note the attached map. With this parking
prohibition, these 27' wide streets will have sufficient available width to accommodate
two-way traffic flow. If parking were allowed on both sides of the street, the available
street width for traffic would be reduced to 15', or one lane of travel. This would not only
create a hazardous situation for traffic, but also would restrict access by emergency
vehicles.
ALTERNATIVES:
1. Direct the City Attorney to prepare an ordinance prohibiting parking as indicated
in the above report for Poe Circle and Poe Avenue within the Hillside Subdivision 4th
Addition.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking
as indicated in the above report for Poe Circle and Poe Avenue within the Hillside
Subdivision 4th Addition.
