Date: April 13, 1999 COUNCIL ACTION FORM SUBJECT: PARKING PROHIBITIONS FOR THE AMES COMMUNITY DEVELOPMENT PARK, 2ND ADDITION BACKGROUND: During the review of the Ames Community Development Park, 2Id Addition, staff worked with developers on plans to designate parking prohibitions on new subdivision streets. These plans include parking prohibitions along both sides of the two streets, S.E.5th Street and South Bell Avenue to accommodate truck traffic. This plan does conform to City Subdivision standards established to allow safe passage of traffic and emergency vehicles in the industrial zoned areas. The proposed parking prohibitions along South Bell Avenue will extend north 1 ,300 feet from the south end to the north boundary line of the subdivision. This street has been constructed with a 31-foot width, sufficient to accommodate industrial traffic flow only. It should be noted that on-street parking prohibitions also exist north along South Bell Avenue where streets have been constructed with a 41-foot width. These prohibitions restrict parking next to driveways and on-street storage of semi-truck trailers. Parking prohibitions are also planned along both sides of S.E.51h Street since it also has a 31-foot width. This segment of S.E. 5th Street extends 1,200 feet within the subdivision. Future plans call for this collector street to be extended to Dayton Avenue and be a part of the segment that will eventually be connected to South Duff Avenue. ALTERNATIVES: 1. Prohibit parking on both sides of South Bell Avenue and S.E.5th Street segments that extend within the Ames Community Development Park, 2nd Addition. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking on both sides of South Bell Avenue and S.E.5th Street segments that extend within the Ames Community Development Park, 2"d Addition.
