COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS FOR SOUTHEAST 3RD STREET AND
SOUTHEAST 5T" STREET.
BACKGROUND:
Both Southeast 3rd Street and Southeast 5th Street have been extended east of Duff
Avenue to the new Target parking lot and drives. The primary entrance, Southeast 3rd
Street, was constructed as a two and four lane arterial facility with no accommodations
for on-street parking. As a result of this design, Dayton Hudson developers do support
plans to designate parking prohibitions along both sides of this new street extension.
Shown on the attached diagram are the proposed parking prohibitions on Southeast 3rd
Street.
The secondary entrance into the Target site is Southeast 5th Street. According to traffic
volume projections, this street will carry approximately 30% of the volume entering the
site. As part of the development, Southeast 5th Street was extended 80 feet east to the
north/south interior drive within the Target site. Currently, staff believes that parking
prohibitions should be extended from this drive west 160 feet to the parking lot entrance
into the former "Save U More" food store parking lot. This parking prohibition will allow
sufficient space for turning trucks and other vehicles into the parking lot entrance.
Future plans do call for prohibiting parking along the south side of Southeast 5th Street
along this section when the entire site is developed, or when traffic demands are
sufficient to require this prohibition. Staff will be contacting adjacent businesses prior to
this action to discuss the impacts of this measure.
These parking designations proposed along these streets are typical to ones approved
in the past that call for providing the desired street widths for the safe passage of traffic
and emergency vehicles. According to these plans, on-street parking prohibitions are
proposed along both sides of streets in commercial and industrial zoned areas to
accommodate the heavier traffic and truck turning movements.
ALTERNATIVES:
1. Prohibit parking as indicated along both sides of Southeast 3rd Street, and along
both sides of Southeast 5th Street 160' west of the east end.
2. Do nothing.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking
as indicated along both sides of Southeast 3rd Street, and along both sides of Southeast
5th Street 160' west of the east end.
COUNCIL ACTION:
