SUBJECT: FIRST READING OF ORDINANCE TO ESTABLISH SOUTHEAST 16rH
STREET WATER AND SEWER CONNECTION DISTRICT
BACKGROUND:
When a City installs utilities abutting undeveloped properties, the City may assess the
project or the City may recoup construction costs through fees collected at the time
utility service is requested as allowed by Section 384.38(3) Code of Iowa, 1997.
This ordinance establishes fees to be charged to the Lange's farm property north of
Southeast 16th Street and west of Dayton Avenue. The proposed connection district of
approximately 8.62 acres is shown on the attached plat. The proposed fee for sanitary
sewer improvements is $2,900.52 per acre and the proposed fee for water main
improvements is $2,320.42 per acre.
If the entire area is developed, the City could recoup up to $25,000 for sanitary sewer
improvements and up to $20,004.84 for water main improvements that have been paid
for by the City and not assessed to the Lange's property. The costs for the sanitary
sewer and water main improvements were determined from the City share of installing
sanitary sewer and water main along Southeast 161h Street for the Trickle & Stephan
site development.
The City share of the sanitary sewer was computed to be $25,608.50 and represents
one half of the cost of installing a sanitary sewer in Southeast 16th Street. In order for
the City to pay the total amount of $25,608.50, public bids would be required. To avoid
delays caused by bidding, the developer agreed to install the sewer and be reimbursed
only $25,000.
The City share of the water main was computed to be $27,643.65 of which $7,638.81 is
for installing oversized water main. The remaining $20,004.84 represents one half the
cost of installing an 8" water main along Southeast 16th Street. In order to avoid delays
caused by bidding, the developer agreed to install the water main and be reimbursed
only $25,000.
ALTERNATIVES:
1. Approve the ordinance and recoup City costs to install utilities when properties
are developed.
2. Reject the ordinance and do not recoup City costs to install utilities.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve the
Southeast 16th Street Water and Sewer Connection District ordinance.
