BACKGROUND: Stange Road from 24th Street to Bloomington Road has been recently completed with the street opened to traffic in early December. Speed limits should be adopted for this arterial street to efficiently and safely accommodate the higher traffic volumes that will be generated from the adjacent Somerset Subdivision. Staff has evaluated speed limits along this section of Stange Road that would be intended to both safely and efficiently handle traffic. In this evaluation, staff believes that a 30 mile per hour speed limit should be designated along Stange Road from 24th Street to Somerset Drive due to the horizontal street curvature and the presence of on- street parking along this section. With a 30 mile per hour speed limit along this section, motorists' would be able to safely react to turning and on-street parking activities that may frequently occur. Staff also believes that a 35 mile per hour speed limit should be designated on Stange Road north of Somerset Drive due to the differing land use and street conditions along this section. With the straight alignment and parking prohibitions along this section, motorists would be able to safely travel at slightly higher speeds than on the southern section. This traffic will also not be impeded by turning traffic, since this section will remain undeveloped with no street intersections or driveways for an undetermined time period. This proposed 35 mile per hour speed limit is expected to meet the prevailing speeds that drivers will travel along this street. The 30 and 35 mile per hour speed limits proposed along Stange Road are consistent with speed limits along other arterial streets with similar conditions in the City. Currently, most urban arterial streets that accommodate on-street parking are designated with a 30 mile per hour speed limit such as Lincoln Way in Campustown, Duff Avenue (20th to Northwood Drive), 24th Street (Ferndale to Hayes Avenue), Ontario Street (Hyland to Garfield Avenue), and Bloomington Road (Hoover to Taft Avenue). Other urban arterial streets that have straight alignments that do not accommodate on- street parking are typically designated with a 35 mile per hour speed limit such as 24th Street (Prairie View West to Stange Road), Bloomington Road (Grand to Hoover Avenue), and North Dakota (Lincoln Way to the Union Pacific tracks). fio a -o`� CAF — Speed/Parking — Stange Road December 22, 1998 Page 2 The Somerset developers have been contacted about the speed limits along this section of Stange Road. They concur with the proposed speed limits, especially since new development will be built in close proximity to the Stange Road facility. They believe that this would necessitate lowering the speed limit to 30 miles per hour along Stange Road between Camden and Somerset due to the hazards associated with vehicles careening off the street. ALTERNATIVES: 1. Adopt a 30 mile per hour speed limit zone along Stange Road between 24tn Street and Somerset Drive, and a 35 mile per hour zone between Somerset Drive and Bloomington Road. 2. Modify the above speed limits. 3. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, directing the City Attorney to draft an ordinance designating a 30 mile per hour speed limit along Stange Road between 24t" Street and Somerset Drive, and a 35 mile per hour limit between Somerset Drive and Bloomington Road.
