COUNCIL ACTION FORM
SUBJECT: ROSS ROAD PARKING PROHIBITIONS
BACKGROUND:
In November, the City Council received a petition from residents along Ross Road
(North Dakota to Arizona) to designate alternate parking prohibitions along the street.
This was requested to alleviate on-street parking problems caused by the heavy use
during the evening hours. According to Police Department's license checks, most of
this on-street parking use is being done by apartment renters from the Alpine
Complexes on Delaware Avenue who fill the street section by 10:30 p.m. every night.
This has not only created problems since it reduces the parking accommodations for
residents along Ross Road, but it also restricts traffic flow since parking is allowed on
both sides of this 31 foot wide street. Residents also report that this late evening
parking activity creates other hazards and nuisances. They have indicated that many of
these parking users are loud and reckless and wake them up in the late evening
periods.
Staff has met with the residents during a November 16th meeting to discuss the parking
issues along Ross Road. During this meeting, both staff and residents concurred that
one of the best measures to alleviate the parking problem is to designate a "midnight to
6 a.m." parking prohibition on both sides of Ross Road from North Dakota to Arizona
Avenue. By prohibiting the heavy use of parking during the late evening period,
residents and staff believe that safety and the quality of life along this section would be
significantly improved. Other parking measures were discussed such as alternate side
parking and parking prohibitions along one side of the street. However, it was believed
that these measures would not effectively resolve the current parking problems.
Prior to initiating the "midnight to 6 a.m." parking prohibitions, it was agreed that a
stringent enforcement effort should be tried first to solve the problem. This involved
speed checks, tagging vehicles for 48 hour parking, monitoring reckless driving
activities, and performing sobriety tests in the late evening periods. This also included
meeting with the Alpine Apartment managers to discuss the possibility of increasing
their off-street parking usage. However, these enforcement efforts during the past
month have not resulted in appreciable improvements in the parking conditions along
Ross Road.
ALTERNATIVES:
1 . Designate a "midnight to 6 a.m." parking prohibition along both sides of Ross
Road between North Dakota Avenue to Arizona Avenue.

2. Modify the parking prohibitions.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby directing the City Attorney to draft an ordinance designating a
"midnight to 6 a.m." parking prohibition along both sides of Ross Road between North
Dakota Avenue to Arizona Avenue.
