UJ Date: December 2, 1998 � COUNCIL ACTION FORM SUBJECT: CESSNA STREET PARKING PROHIBITIONS BACKGROUND: During the past month staff has been working with residents along Cessna Street from Beach Avenue to Agg Avenue to mitigate parking and traffic problems that had been reported by both residents and motorists. These problems were created by the greater number of parked vehicles along both sides of Cessna Street, which not only contribute to traffic safety problems with the restricted flow along the street, but problems with sight distance for residents backing out of driveways. Since receiving the initial concerns, the Police Department had stepped up an effort to reduce the long-term parking activities that is apparent along the street by tagging vehicles for the 48-hour parking limitation. This measure had resulted in fewer numbers of vehicles parked along the street, however, it is believed that this periodic enforcement may not be enough to ensure safety along the street due to the ongoing heavier parking use. Cessna Street is a collector street with traffic volumes of 1,800 vehicles per day. It is a snow route since it is a CyRide route. In late November, staff met with the eight residents along Cessna Street from Beach Avenue to Agg Avenue about the reported parking and traffic concerns. During this meeting, residents believed that the best alternative to mitigate traffic and parking problems, as well as accommodating their own parking needs, was to designate a "2:00 — 6:00 a.m." parking prohibition along both sides of Cessna Street. Staff concurred with this measure, since it would greatly discourage the heavy use of long term parking along the street that is contributing largely to the problem. This long-term parking has been reported to be generated by several dwellings in the area that have been converted to rental units. It should be noted that residents in the rental units have been contacted on numerous occasions about parking along Cessna Street, and particularly about parking to close to driveways. However, this effort has not resolved problems since users continue to park next to the driveways. Although the heavier parking use occurs along Cessna Street between Beach Avenue and Agg Avenue, it is believed that designating parking prohibitions along this section would only shift the parking problem west along Cessna Street from Agg Avenue to Country Club. With this concern, staff contacted residents along this section about the proposal to designate the "2:00 — 6:00 a.m." prohibition further west of Agg Avenue to Country Club to prevent problems from occurring along this section. Of the eight residents along this section who were notified about the proposed prohibition, two have commented that the "2:00 — 6:00 a.m." prohibition would be acceptable. However, they believe that other alternatives such as closing the street to traffic and designating alternate side parking would be preferred. CAF — Cessna Street Parking Prohibitions December 22, 1998 Page 2 In addition to this proposed prohibition, several residents (i.e. Fredrick Lorenz/2009 Cessna Street, Gerald Parsons/2018 Cessna Street, and Robert Harvey/2002 Cessna Street) have requested that parking prohibitions be designated within 15 feet of their curb to alleviate sight distance problems when backing out of driveways. These residents live next to the Beach Avenue intersection where available sight distance for viewing eastbound vehicles is further inhibited due to the street curvature. After evaluating this request, staff concurs that parking prohibitions should be designated next to these driveways. With this additional parking measure, parking prohibitions would be designated on Cessna Street along the north side and south side a distance of 130 feet and 200 feet, respectively, west of the Beach Avenue intersection. This would effectively remove one parking space on both sides of this section. Currently, parking prohibitions have been marked along a 120 foot (north side) and 130 foot (south side) section, respectively, although they have not been codified. ALTERNATIVES: 1. Designate a " 2:00 — 6:00 a.m." parking prohibition along both sides of Cessna Street from Beach Avenue to Country Club. In addition, designate parking prohibitions on Cessna Street along a 130 foot (north side) and 200 foot (south side) section west of Beach Avenue. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby directing the City Attorney to draft an ordinance designating a " 2:00 — 6:00 a.m." parking prohibition along both sides of Cessna Street from Beach Avenue to Country Club. In addition, designate parking prohibitions on Cessna Street along a 130 foot (north side) and 200 foot (south side) section west of Beach Avenue.
