COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITION PLAN FOR THE SOMERSET 3RD ADDITION,
DAUNTLESS, AND EASTGATE SUBDIVISIONS
BACKGROUND:
During the review of the Somerset 3rd Addition, Dauntless, and Eastgate Subdivisions,
staff worked with developers on plans to designate parking prohibitions on one or both
sides of new subdivision streets. The plans proposed for these new subdivisions are
typical to ones approved in the past that call for providing the desired street widths for
the safe passage of traffic and emergency vehicles. According to these plans, parking
prohibitions are proposed along both sides of streets in commercial and industrial zoned
areas to accommodate the heavier traffic and truck turning movements. Also, parking
prohibitions are proposed on both sides of the street in other zoned areas where heavy
traffic volumes are projected. Along local streets, parking prohibitions are proposed
along only one side of the street to provide a safe street width for traffic and emergency
vehicles. Provided below are the proposed parking prohibition plans for each new
subdivision.
Eastgate Subdivision Parking Plan
All streets including Baltimore Drive, Philadelphia Street, Eastgate Drive, Plymouth
Drive, and Boston Avenue are proposed to have parking prohibitions on both sides of
the street. Commercial development is intended along these streets, therefore parking
prohibitions on both sides are needed for traffic and truck movement purposes.
Dauntless Subdivision
Parking prohibitions are proposed on both sides of Mortensen Road and on a section of
Dickinson Avenue from Mortensen Road north to Steinbeck Street. These streets are
intended to carry heavy traffic volumes generated by area development. Parking
prohibitions are proposed along one side of other local subdivision streets including
Steinbeck Street (south side), Twain Street (north side), Twain Circle (north/east side)
and on a section of Dickinson Avenue (east side) north of Steinbeck Street.
Somerset Subdivision Third Addition
Parking prohibitions are proposed along one side of local residential streets including
Bradford Drive (east side), Eaton Avenue (east side), and on Northridge Parkway (south
side) west of George W. Carver Avenue. In addition, parking prohibitions are proposed
along both sides of Stange Road from Bristol Drive to Northridge Parkway. Stange
Road is intended to carry heavy traffic volumes within the subdivision.

As noted above, it has been the past practice to designate parking prohibitions
along new subdivision streets with typical widths of 27' and 31' for traffic safety
purposes. All streets within the new subdivisions of Eastgate, Dauntless, and
Somerset have either a 27' or 31' street width. With this street width, parking should
be prohibited on one side to accommodate a two-way traffic flow. If parking were
allowed on both sides of the street, the available street width for traffic would be
reduced to 15', or one lane of travel. This would not only create a hazardous situation
for traffic, but also would restrict access by emergency vehicles.
ALTERNATIVES:
1. Prohibit parking as indicated in the above report for streets in the Eastgate,
Dauntless, and Somerset Subdivisions.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking
as indicated in the above report for streets within the Eastgate, Dauntless, and
Somerset Subdivisions.
