HomeMy WebLinkAbout~Master - Adopting 1997 Uniform Plumbing Code, National Fuel Gas Code, State Plumbing Code 1 � ORDINANCE NO. 3501 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, BY REPEALING SECTIONS 21.101 THROUGH 21.801 AND ENACTING NEW SECTIONS 21.101 THROUGH 21.801 FOR THE PURPOSE OF ADOPTING BY REFERENCE THE 1997 EDITION OF THE UNIFORM PLUMBING CODE, THE NATIONAL FUEL GAS CODE AND THE; STATE PLUMBING CODE AND MAKING OTHER CHANGES TO THE PLUMBING REGULATIONS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A PENALTY; AND ESTABLISHING AN EFFECTIVE DATE. BE IT ENACTED, by the City Council for the City of Ames, Iowa, that: Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is hereby amended by repealing Sections 2 1.101 through and including 21.801 and reenacting said Sections to state as follows: "CHAPTER 21 PLUMBING L3� ISIt I Ia 'Iv Sec. 21.101. PLUMBING RULES AND REGULATIONS. The Uniform Plumbing Code, 1997 Ed. Published by the International Association of Plumbing and Mechanical Officials,(herein called UPC),Chapters 1-11, and Chapter 14 and Appendix D,except for such modifications,additions or deletions as hereinafter enacted; the "'National Fuel Gas Code", 3rd Ed., published by the National Fire Protection Association and International Approval Services - U.S. Inc., and the "State Plumbing Code promulgated by the Iowa Department of Health in Chapter 25 of Part 641 of the Iowa Administrative Code, shall be the plumbing code for the City of Ames, Iowa. (Ord. No. 2860, Sec. 1, 10-25-83; Ord. No. 3198, Sec. 1, 9-24-92; Ord. No. 322:1, Sec. 1, 3-23-93) Sec. 21.201. PERMITS. (1) Permit required. It is necessary to obtain a plumbing permit whenever any installation, extension, connection or addition to the plumbing system of a building or to the private sanitary sewer, or private water supply system is made in the city, except as hereinafter provided. (2) Application for permit. An application shall be made in writing at the inspection division on the form provided by the city, along with such plans as may be required by the Building Official. [Only Master Plumbers from a registered Plumbing Contractor may apply for a plumbing permit, except that permits are not required for public water mains or public sewer mains.] (Ord. No. 3221, Sec. 2, 3-23-93) Sec. 21.202. INSPECTIONS. (1) Supervision of the work. When a permit has been issued for plumbing work, the doing of such plumbing shall be under the direct supervision of a journeyman plumber at all times. Only journeymen plumbers identified on the registration of a given contractor will be recognized as able to supervise work done for that contractor. (2) Authority of inspector. The inspector or authorized representative shall have authority to enforce the provisions of this chapter relating to the installation and testing of all plumbing. The inspector may revoke said permit or issue a municipal infraction at any time when such work is not being done in accordance with the provisions of this chapter or the approved plans and permit; and if such permit is revoked, it will be unlawful for any person to proceed further with said work without approval of the inspector. (3) Destroying posted notices. It shall be unlawful for any person to willfully mutilate, deface, remove or destroy any certificate or notice placed by the inspector in any building in regard to the plumbing work in said building until authorized to do so by the inspector. (4) Whenever an inspector issues a correction notice in writing for work that is completed, said work shall be corrected in 30 calendar days of such notice, except that when there is an immediate hazard, corrections shall be made immediately. Sec. 21.203. FEES (1) Fees pertaining to this chapter shall be in such amounts as shall be established from time to time by resolution of the city council. See. 21.301. DEFINITIONS The following definitions of terms shall be used in the interpretation of this chapter: (1) Apprentice Plumber. An apprentice is an employee of a registered plumbing contractor who while learning the trade of plumbing, is assisting in the installation, alteration or repair of plumbing systems or parts thereof and while engaged in such work is in the presence of and under the direct supervision of a licensed journeyman plumber at the same location. (2) Journeyman plumber. A journeyman plumber is a person who through training and experience has acquired the requisite skill and knowledge necessary for the proper installation, alteration and repair of plumbing systems or parts thereof and who holds a valid license as a journeyman plumber from the city. A journeyman plumber shall have had at least 8000 hours experience as an apprentice plumber. (3) Master plumber. A master plumber is a person engaged in the business of plumbing,other than a journeyman plumber engaged in the actual installation, alteration and repair of plumbing,and who is skilled in the planning,supervising and practical installation of plumbing systems or parts thereof and is familiar with the laws, rules and regulations of the city and the State of Iowa governing the same and who holds a valid license as a master plumber issued by the city. (4) Plumbing Contractor. An individual,firm,or corporation which performs services doing plumbing installation. (Ord. No. 821, Sec. 6; Code 1956, Sec. 20-7,• Ord. No. 3198, Sec. 1, 9-24-92) 2 Sec. 21.302. REGISTRATION. Before doing any plumbing business in the city,a plumbing contractor shall be registered with the City Inspection Department. The master plumber must come into die inspection division office to register in person each year. (1) Conditions for Registration. A plumbing contractor shall meet both of the following requirements as a condition of registration: (a) Each plumbing contractor shall have at least one licensed master plumber employed by or working for the contractor at all times. (b) Each plumbing contractor shall have at least one licensed journeyman plumber employed by or working for the contractor at all times. (2) Information to be provided. An applicant for plumbing contractor:registration under this section shall provide to the Plumbing Inspector the following information: (a) The complete name,complete mailing address,street address and telephone number of the firm or corporation. (b) The name, position and private mailing address of a manager or general agent of the firm or of each officer of a corporation and the registered agent for service of legal process on the corporation. (c) The name, position and private mailing address of a person who is authorized to bind the firm in legal agreements. (d) If the registration is to be as an individual only, the name and mailing address, street address and telephone number of the individual. (e) The State Division of Labor registration number. (f) Every registrant shall carry Contractor's Commercial General Liability insurance in not less than $500,000.00 combined single limit and shall provide proof of coverage to the Building Official before registration. EXEMPTION: When registrant is the property owner, proof of general liability insurance coverage of$500,000 is required in lieu of contractor's commercial liability coverage and no state registration number is required. (g) The names of all master plumbers employed by or working for the plumbing contractor. (h) The names of all journeyman plumbers working for the plumbing contractor. (i) The names of all apprentice plumbers employed by or working for the plumbing contractor. 0) Other technical data and information pertaining to the work to be done as may be required by the Building Official. Every Registrant shall provide the required information accurately and completely. The Plumbing Contractor, if an individual, shall come into the inspection office to register in person each year. When the plumbing contractor is a firm, a licensed master plumber of the plumbing contractor, shall come into the inspection office to register in person each year. Any changes in the required information shall be reported to the office of the Building Official within ten(10)days from the date the information previously supplied has become inaccurate for any reason. ( 3 ) Plumbing Inspector Shall Respond. After application for registration has been received by the Inspector, the Inspector shall act promptly to issue the registration or to determine on what basis the registration may not be issued. The Plumbing Inspector shall so respond not later than two weeks following application. (4) Expiration and Renewal of Registration. Registration shall expire annually on January 1 and may be reactivated so long as the registration information remains accurate and proof of continued liability coverage is submitted. (5) Transfer of Registration is Prohibited. No registrant under this section shall allow their registration by name or other identification to be transferred or assigned to or in any manner directly or indirectly used by any person, firm or corporation other than the one to whom issued, for any purpose. 3 (6) Registration Suspended. The Plumbing Code Board of Appeals shall have the authority to suspend any registration issued under this section for any of the following acts by the Registrant: (a) Continued work after the issuance of a stop order. (b) Initiating work in violation of the Board's decision or prior to the Board's decision. (c) Causing or permitting the unauthorized or prohibited use of a valid registration, by another, such as to allow the rights and privileges of registration to be applied to one not duly registered. (d) Judgment entry of two(2)violations of any of the provisions of this chapter committed within a period of twelve(12)consecutive months. Such suspension of registration shall be for a time not to exceed six (6) months. After expiration of such period of time as the Board shall have designated, and after payment of any outstanding penalties, costs, fees and proof of compliance and routine renewal fee, if it has become due in the interim, the suspended registration shall again become valid and effective. (7) Registration Revoked. The Plumbing Code Board of Appeals shall have the authority to revoke any registration issued under this section for: (a) A violation constituting the practice of any fraud or deceit in securing (a) a license or(b)a permit. (b) Three(3)violations of this chapter committed within a period of twelve(12) consecutive months. Such revocation of a registration by the Board shall be full and final cancellation of such registration,made effective on the date of the Board's decision. Any Registrant so judged by the Board shall not, thereafter, be allowed to be registered again in the City. (8) Suspension or Revocation Hearing. In considering allegations under this section regarding suspension or revocation of a registration, the Board of Appeals shall proceed upon sworn information furnished it by an official of the City, or by any person. Such information shall be in writing and shall be duly verified by the person familiar with the allegations made. The Board shall issue an order setting the matter for hearing at a specified time and place, and the Secretary of the Board, with the advice of the City Attorney, shall cause a copy of the Board's order, and of the allegations,to be served upon the Registrant by registered mail at least fifteen (15)days before the date set for the hearing. The Registrant may appear in person or by counsel at the time and place named in the order and present his/her defense to the Board. The City Attorney shall provide counsel for the Board. If the Registrant fails or refuses to appear, the Board may proceed to hear and determine the allegations in his/her absence. If he/she admits the allegations, or if, upon a hearing, the Board finds any of the allegations to be true, it may enter an order suspending or revoking the registration. Suspension or revocation resulting from a decision of the Board shall preclude the Registrant from securing a permit for work controlled by that registration in the city, or from becoming so registered under alternated identification, as long as the suspension or revocation is in effect. (Ord. No. 3198, Sec. 1, 9-24-92; Ord. No. 3221, Sec. 4, 3-23-93) Sec.21.303. PLUMBING LICENSES It is the purpose of this section to provide for the examination and licensing of journeyman and master plumbers in order to protect the public from hazard to life and property that might arise from im- proper installation of plumbing systems. (1) Application for License Required. Each applicant for a license either as a Journeyman or Master Plumber shall fill out and file,an application for license on forms furnished,submit proof of at least 4 years of apprenticeship to a licensed Journeyman Plumber and pay the required testing fee. Prior to testing the application shall be reviewed and approved by the Plumbing Inspector. Should the accuracy of the application or qualifications of the applicant be questioned,the Board of appeals shall render its judgment in the matter. (Ord. No. 3221, See. 5, 3-23-93) 4 (2) Notice of Examination. When an application for a plumbing license has been filed and the applicant has been approved to take the licensing examination,the Secretary of the Board of Plumbing Examiners and Appeals shall notify the applicant of the place and time where:the examination will be held. (3) Authorization to Issue License. Upon passage of the licensing examination,the applicant shall pay a licensing fee as set by the city council and a license shall be issued. (4) Licenses Not Transferable; Expiration, Renewal; Fee. Licenses are not transferable. All plumbing licenses issued prior to January 1, 1999 shall expire on the 31st day of December, 1998. Beginning January 1, 1999,licenses issued shall be valid for no more than three years with a single common expiration date such that licenses issued on or after January 1, 1999 shall all expire on the 3lst day of December,2001,with similar three year licensing intervals thereafter. Licenses may be renewed upon the payment of a reasonable fee set by the City Council to cover cost of administration. Failure to renew a license before the expiration date may subject the person to a new examination,except on recommendation of the Board,for good cause shown,the examination requirement be waived. (5) Recognition of licenses from Other Cities. The board of plumbing examiners may without examination issue a license to any plumber holding a license from another city recognized by the board as having similar licensing standards. The board shall adopt written procedures for determining that the licensing standards are similar and shall maintain records of those cities for which plumbing licenses shall be recognized. Each candidate for such reciprocal Journeyman license must fill out the application and be approved by the Plumbing Board before starting any work for which an Ames Journeyman license is required. (6) Licenses to be shown. Licenses shall be carried at all times while engaged in plumbing work in the City of Ames. At the Inspector's request licenses must be shown. If a license cannot be presented at an inspector's request,work shall stop until the license is presented. (7) License Suspension. The Plumbing Code Board of Examiners&Appeals shall have the authority to suspend the license of any plumber for any of the following acts: (a) Judgment entry of two(2)violations of any of the provisions of this chapter committed within a period of twelve(12)consecutive months. Such suspension of license shall be for a time not to exceed six(6)months. (10) Any and all work for which a plumbing permit is required by Sec. 21.201(1)shall be done by a licensed Journeyman Plumber only or by an apprentice plumber working under the direct supervision of a Journeyman Plumber who is at the same location as the apprentice is working. No. 2354,Sections 1, 2, 10-6-70; Ord.No. 3042,Sec. 2, 3-28-89;Ord.No. 3137,Sec. 2-4, 7-23-91;Ord.No. 3198,Sec. 1, 9-24-92) Sec.21.304. EXEMPTIONS. (1) No such license or registration procedure shall be required for plumbing work to be performed on a single family residential structure when the person performing the plumbing work is the owner of the structure, and has his/her legal residence there. The homeowner shall be automatically termed a Licensee/Registrant for the purposes of such a project. Notwithstanding such relief from li- censing/registration,all requirements for permits for the work shall remain in force. The homeowner will be required to show the plumbing inspector on a drawing how the plumbing work will be done before a permit is issued. The inspector may waive this drawing. (2) No license or registration procedure shall be required for a mobile home dealer or employee of a mobile home dealer to perform water,gas,or utility service connections in a mobile home space or within ten feet of such space,located in a mobile home park,all within the meaning and intent of Section 322B.3(5,)Code of Iowa. The requirements for permits and inspections remain in effect,and the mobile home dealer shall pay the permit and inspection fees. PLUMBING BOARD CREATED; MEMBERSHIP, APPOINTMENT; QUORUM;AUTHORITY (1) Plumbing Board Created There is hereby created a Board of Plumbing Examiners and Appeals, of three (3)members, at least one of whom shall be a Master Plumber and one shall be a Journeyman Plumber and the third shall be either a Master or a Journeyman Plumber or shall have professional teaching experience or study in engineering of plumbing systems,appointed by the mayor and approved by the city council. Only one(1)employee,associate or representative per business or firm shall be on the Board at a time. Two(2)of the voting Board members shall constitute a quorum for the transaction of business. The plumbing inspector employed by the city and one person from the Building Code Board of Appeals shall be members ex officio of the Board without voting power. (2) Records of Board Proceedings. A record of all proceedings of the Board shall be kept which shall set forth the issues or requests submitted to the Board,the reasons for the Board's Decisions, the vote of each member,the absence of a member,and any failure of a member to vote. (3) Authority of Board. The Board has the responsibility and authority to: (a) Approve areas to be administered. (b) Act as a Board of appeals to hear appeals from decisions of a plumbing inspector when it is claimed that the true intent of the plumbing code has been incorrectly interpreted,the provisions of the code do not apply,or an equally good or better form of construction can be allowed. (c) The Board shall review proposed changes to this chapter and make recommendation to the city council. 6 (d) The Board shall adopt,from time to time such rules and regulations as it may deem necessary to carry into effect the Board's duties as set out in this chapter. The Board shall have no power to waive any provision of this code. The Board shall have no authority over activity within city right-of-ways or easements. This authority is reserved to the Director of Public Works. The Board shall have no authority over the sizing of water meters,this authority is reserved to the Director of Water and Pollution Control. (Ord.No.821,Sec. 1, I1-22-55;Code 1956,20-1;Ord.No.3198,Sec. 1, 9-24-92;Ord.No. 3221,Sec. 6, 3-23-93) Sec.21.402. DATES OF BOARD MEETINGS. The Board shall meet upon notice of the chairperson of the board within ten(10)days of the filing of an appeal or for other necessary business. (Ord.No.821,Sec. 5, 11-22-55;Code 1956, 20-5;Ord.No. 987,Sec. 1, 2-7-61;Ord.No.3198,Sec. 1, 9-24-92) Sec.21.403. COMPENSATION OF BOARD. The members of the board of plumbing examiners shall serve without compensation. (Ord.No. 821,Sec. 2, 11-22-55;Code 1956, 20-2;Ord.No. 3198,Sec. 1, 9-24-92) Sec.21.404. TERM OF OFFICE OF BOARD. The term of office of the members of the Board of Plumbing Examiners shall be three(3) years,except that for the three appointees taking office on April 1, 1996, the Mayor shall appoint the members to a one year, a two year and a three year term respectively, so that expiration dates of the board members' terms will thereafter be staggered. The terms shall begin on April 1 of the year of appointment. No member shall serve more than two consecutive terms. (Oni.No. 821, Sec. 2, 11-22-55; Code 1956, 20-3; Ord. No. 3198, Sec. 1, 9-24-92; Ord. No. 3374, Sec.1, 2-27-96) Sec.21.405. OFFICERS OF BOARD. The board shall annually select one of its members to act as chairperson,and one to act as vice chairperson. Records of the board shall be maintained in the office of the plumbing inspector. The inspector shall assist the board in preparing and conducting examinations. (Ord.No.821,Sec. 4, 11-22-55;Code 1956, 20-4;Ord.No. 3198,Sec. 1, 9-24-92) Sec.21.406. APPEALS FROM INSPECTOR'S DECISION (1) Any person aggrieved by a decision of the plumbing inspector affecting interpretation may request and shall be granted a hearing on the decision provided that within 15 days after the date the person received notice of the decision, an application is filed in writing with the Inspection Division, setting forth a brief statement of the grounds for appeal. Upon receipt of the request,the inspector shall give the petitioner written notice thereof at least three days before the date set. (2) All hearings shall be public,in accordance with the laws of the State of Iowa relating to government agency meetings. The hearing shall be held in accordance with rules adopted by the board and city council. At the hearing the appellant and/or agent shall be given an opportunity to be heard. The inspector shall have an opportunity to show why his/her decision should be affirmed. All interested persons shall be given an opportunity to be heard. (Ord. No. 2354, Sec. 2, 10-6-70;Ord. No. 3198,Sec. 1, 9-24-92) 7 Sec.21.407. DECISION. After a hearing,the board shall affirm,modify or overrule the decision of the inspector. Every action of the board shall be reduced to writing,stating its findings and reasoning,and signed by the chair- person. The decision shall be promptly filed and sent to the appellant. (Ord.No. 3198,Sec. 1, 9-24-92) Sec.21.408. ENFORCEMENT OF DECISION The city inspector shall take immediate action to enforce the decision of the board. (Ord.No. 3198, Sec. 1, 9-24-92) Sec.21.409. CODE AMENDMENTS. (1) Authority - the Plumbing Code Board of Appeals shall review and make recommendation on any and all proposed changes to this code. Recommendations shall be forwarded to the City Council for final action. (2) Philosophy-It shall be the philosophy of the City that the local code should follow as closely as possible the national standards as established by the Uniform Plumbing Code. (3) Procedure for Amendment (a) Any proposed change to this chapter shall initially be brought to the board of appeal for public hearing and recommendation to the City Council for final action. (b) Written notification of proposed changes shall be given to individuals registered with the City prior to the public hearing before the board. (Ord.No. 3198,Sec. 1, 9-24-92) > E. Sec.21.501. AMENDMENTS,ADDITIONS AND DELETIONS. The provisions of the UPC for the City of Ames are modified as follows: (1) Amend Section 203(a)and(b)UPC to read as follows: (a) Copper tube for underground drainage and vent piping shall have a weight of not less than that of copper drainage tube type"L". (b) Copper tube for above-ground drainage and vent piping shall have a weight of not less than that of copper drainage tubing Type M. EXCEPTION:Type DWV may be used in one-and two-family dwellings. (2) Amend Section 203(d)UPC to read as follows: Copper tube for water piping shall have a weight of not less than'Type M. EXCEPTION: Underground water piping shall have a weight not less than Type K copper tubing. (3) Amend Section 305.1 UPC by adding the following: More than one connection to a public sewer may be allowed by the Administrative Authority. (4) Amend Section 315 UPC by adding new subsections as follows: 315.5 Responsibility for protecting the public. The plumbing contractor shall without fiuther or other order,provide,erect and maintain at all times during the progress and suspension of the work and until final completion thereof and removal of all obstruction occasioned by the work within the street limits,suitable and requisite barriers,signs or other adequate protection and shall 8 maintain such warning lights,barricades or watchmen as may be necessary,to insure the safety of the public. Signs used shall conform to the most recent edition of the Iowa Manual on.Uniform Traffic Control Devices. 315.6 Excavations within street limits. It shall be unlawful for any person,firm or corporation doing plumbing work to begin any excavation or pavement cut or to place any obstructions within the limits of any street,avenue, alley or public place within the corporate limits of the City of Ames,Iowa without first having made application to the city and receiving a permit therefore. All matters pertaining to the cutting of pavement or excavation and filling of trenches and ditches;within the limits of streets and alleys shall be in accordance with the provisions of the city ordinances:relating thereto. 315.7 Backfilling building service ditches. The city or the plumbing contractor, at the City's option,will backfill all service ditches and excavations within the limits of all streets,alleys and public places within the corporate limits of the city. The plumbing contractor shall notify the city when such ditches or excavations are ready for backfrlling and the city will fill the same as promptly as possible thereafter,or will permit the contractor to backfrll. The plumbing contractor,if allowed to back- fill,will maintain a two-year maintenance bond on the backfrll,payable to the city. The:responsibility of the plumbing contractor for the maintenance of warning lights,barricades or other protection shall cease when the city begins the work of backfrlling the ditch or not later than the end of the next working day, excluding Saturday,Sunday or holidays,from the time of the receipt of written notification by the city that the ditch is ready for backfilling. The city will charge the plumbing contractor for such backfrlling work in accordance with such schedule of fees and rates as shall from time to time be promulgated by resolution of the city council. All other ditches outside public areas shall be backfrlled by the plumber as specified in 317(d). 315.8 Manufactured Plug Required. All water,sanitary sewer, and foundation drain service lines shall be plugged with a water-tight manufactured plug when left unattended during installation. In this instance,unattended shall mean for any time period greater than one hour. No cast iron blind plugs shall be used. The following are approved caps: Dearborn No. 3412,Ecno plug,IPS Corporation,S402 Water Tite;Cheme,Part No. 270-245-Bell;Cherne,Part No.270-296-4"J.D. 315.9 Dry Ditch Required. The contractor will install the water,sanitary sewer,or foundation drain service lines in a'dry ditch'. If necessary,the contractor shall over-excavate,furnish and place 1"concrete stone and provide necessary pumping equipment to maintain dry working conditions. Under no conditions shall the contractor discharge surface or groundwater to the sanitary sewer system or install water or sanitary sewer service lines in standing water unless on-site authorization is given by the inspector. The generally accepted understanding of a"dry ditch" is a work area without standing water and without flowing mud. Failure to have or provide adequate dewatering equipment shall not be accepted as justification for waiver of the'dry ditch'requirement. (5) Amend Section 103.2.2.2 UPC by adding subsections(a),(b)and(c)as follows: (a) No building moved into the city shall be connected to the city sewer or water system until the plumbing in such building has been inspected by the plumbing inspector and found in compliance with this chapter. (b) When a building is moved from one location to another within the city,no additional plumbing work or connection to the sanitary sewer or water utility will be done until the plumbing in said building has been reconstructed to comply with this chapter and tested. (c) When an area is annexed to the city,buildings in the annexed area will not be connected to the city water and sewer service until the plumbing of the building is inspected and brought into compliance with the requirements of this chapter. (6) Amend Section 101.4.1.3 UPC by adding a new paragraph as follows: Service Line Abandonment. Whenever an individual service line is permanently abandoned,the service line shall be physically disconnected as described below. The service shall be considered to be abandoned when a permit is issued for a new or replacement service:for that property. Service shall also be considered to be abandoned when a service has been inactive;or unused for six months, unless an extension is granted in writing by the City. The service line shall be physically 9 disconnected within 30 days after abandonment. The water service shall be disconnected at the corporation cock on the main. Sanitary sewer and foundation drain service lines shall be disconnected at the curb on paved streets with a manufactured plug. All service abandonments shall be inspected by the Engineering Division of Public Works. (7) Delete Section 701.1 and 701.2 UPC and insert in lieu thereof the following: (a) Drainage piping shall be cast iron, copper, brass, ABS, PVC, or other approved materials having a smooth and uniform bore. If ABS or PVC is used,no horizontal branch shall exceed 25 feet in developed length. (b) Drainage fittings shall be of cast iron,brass,copper,ABS,PVC,or other approved materials having a smooth interior waterway of the same diameter as the piping served and all such fittings shall conform to the type of pipe used. (c) Galvanized pipe and fittings may be used on sewage ejector systems when the discharging pipe is three inches or more in diameter. (8) Amend Section 707.4 UPC by adding: Cleanouts shall not be more than 40 feet apart in horizontal drainage lines of 2 inches in diameter or less,more than 90 feet of developed length apart in lines of 3 inches or larger. There shall be an entrance cleanout. A cleanout shall be provided in each vertical waste or soil stack at a point at least 6 inches above the floor. (9) Amend Section 710.1 UPC by adding an exception and anew subsection(m) as follows: Exception: The requirements of 710.1 shall apply only when it is determined) necessary by the administrative authority based on local conditions; but, in buildings, a three-inch floor drain shall be installed on the lowest floor. (Ord. No. 3365, Sec. 1, 1-9-96) (10) Amend Section 903 UPC by adding this sentence after the first sentence in 903.1.2: If ABS or PVC is used,no horizontal branch shall exceed 25 feet in developed length. (11) Amend Section 904.1 UPC to read as follows: Each building shall have a minimum of one 3-inch vent,undiminished in size from the building drain out through the roof. Other vents out through the roof combined in size if applicable,will equal the building sewer cross-sectional. All vents through the roof shall be 3 inches in diameter,with conversion to 1 foot inside the building before penetrating the roof line. (12) Amend Section 807.4 UPC to read as follows: (4) No domestic dishwashing machine shall be directly connected to a drainage system or food waste disposer without the use of an approved dishwasher air gap fitting on the discharge side of the dishwashing machine,or by looping the discharge line of the dishwasher as high as possible near the flood level of the kitchen sink where the waste disposer is connected,and will be supported or strapped. Listed air gap fittings shall be installed with the flood level(FL)marking at or above the flood level of the sink or drainboard,whichever is higher. (13) Amend Table 10-1 UPC pertaining to Trap Arms to read as follows: Trap Arm Distance Trap to Vent Inches Feet Inches 1-1/4 5 0 1-1/2 6 0 2 8 0 3 12 0 4 and larger 12 0 The developed length between the trap of a water closet or bedpan washer and its vent shall not exceed six feet. 10 (14) Section 603.3.2 of the UPC is amended by adding:the test report shall be sent to the administrative authority no later than ten working days after the test. Section 603.4.13 UPC is amended by adding:A stainless steel Watts 913d dual check value backflow preventor or equivalent shall be used on all portable water lines that have a carbonated soda fountain or vending machine connected. Section 603 UPC is further amended by adding 603.4.21 as follows: (a) Purpose. The purpose of these cross-connection control regulations is: (i) to protect the City of Ames Public Water Supply(PWS)from the possibility of contamination or pollution through cross-connections by isolating within the customer's internal distribution system(s)or the customer's private water system(s)such contaminants or pollutants that could backflow into the PWS;and (ii) to provide for the maintenance of a continuing program of cross- connection control that will systematically and effectively prevent the contamination or pollution of the PWS. (b) Definitions (i) Approved Backflow Prevention Assembly For Containment. A backflow prevention assembly which is listed by the University of Southern California-Foundation for Cross-Connection Control and Hydraulic Research as having met the requirements of ANSI-AWWA Standard C510-92,"Double Check Valve Backflow-Prevention Assemblies",or ANSI-AW WA Standard C511-92,"Reduced-Pressure Principle Backflow Prevention Assemblies"for containment. The backflow prevention assembly must also be listed by the International Association of Plumbing and Mechanical Officials. (ii) Auxiliary Water Supply. Any water supply on or available to the premises other than the PWS. These auxiliary waters may include used waters;industrial fluids;or water from another purveyor's public potable water supply or any water source(s)such as a well,spring,river, stream,and so forth. (iii) Backfiow. The undesirable reversal of flow into the public water distribution system as a result of a cross-connection. (iv) Backfiow Prevention Assembly. An assembly or means to prevent backflow. a. Air Gap. This is a physical break between the PWS and the customer's water system. The air gap is to create an unobstructed vertical distance between the opening of any pipe or faucet conveying water to a tank,plumbing fixture,receptor,or other assembly and the flood level of the receptacle. These vertical separations must be at least twice the diameter of the water supply outlet,never less than one-inch separation. b. Reduced-Pressure Principle Backfiow Prevention Assembly(RP). The RP consists of two independently acting check valves together with a hydraulically operating,mechanically independent pressure differential relief valve located between the check valves. These units are located between two tightly closing resilient-seated valves as an assembly and equipped with properly located resilient-seated test shutoffs. C. Double Check Valve Assembly(DC). The DC consists of two internally loaded check valves,either spring loaded or internally weighted, installed as a unit between two tightly closing resilient-seated shutoff valves with properly located resilient-seated test shutoffs. (v) Containment. A method of backflow prevention which requires the installation of a Backflow prevention assembly at the water service connection. (vi) Contamination. An impairment of a potable water supply by the introduction or admission of any foreign substance that degrades the quality of the water and creates a health hazard. (vii) Cross-Connection. An actual or potential connection between any part of a potable water system and any other environment containing other substances in a manner that, under any circumstances,would allow such substances to enter the potable water system. I1 (viii) Cross-Connection-Controlled. A connection between a potable water system and a non-potable water system with an approved backflow prevention assembly properly installed and maintained so that it will continuously afford the protection commensurate with the degree of hazard. (ix) Hazard, Degree of The rating of a cross-connection or water service which indicates if it has the potential to cause contamination or pollution. The term is derived from an evaluation of the potential risk to public health and the adverse effect of the hazard upon the potable water system. a. Hazard-Health. A hazard upon the PWS involving any substance that,if introduced in the potable water supply,could cause death,illness,spread disease,or have a high probability of causing such effects. b. Hazard-Non-health. A hazard upon the PWS involving any substance that generally would not be a health hazard but,if introduced into the:PWS,could cause a nuisance by introducing color,taste,odor,and so forth,or physically,chemically,or biologically alter the quality of the PWS. (x) Industrial Fluids System. Any system containing a fluid or solution that may contaminate or pollute the PWS. This may include, but not be limited to polluted or contaminated waters, all types of process waters and used waters originating from the public potable water system,chemicals,acids,alkalies,cooling waters,oils,gases,and so forth. (xi) Pollution. The presence of any foreign substance in water that impairs,alters,or degrades its quality but does not constitute a health hazard. (xii) Registered Backfiow Prevention Assembly Technician(Technician). A person who is registered by the State of Iowa to test or repair backflow prevention assemblies and report on the condition of those assemblies. (xiii) Service Connection. The terminal end of a service connection from the PWS;that is,the point of delivery to the customer's water system. If a meter is installed at the end of the service connection,then the service connection shall mean the downstream end of the meter. Service connections shall also include water service connection from a fire hydrant and all other temporary or emergency water service connections from the public water system. (xiv) Thermal Expansion. Volumetric increase of water due to heating resulting in increased pressure in a closed system. (xv) Water- Potable. For the purposes of these regulations, potable water is the City of Ames public water supply while it is under the city's control and jurisdiction. (xvi) Water-Non-potable. Water that is not safe for human consumption or that is of questionable or unknown quality. (xvii) Water-Used. Water supplied by the PWS to a customer after it has passed through the service connection. (c) Administrative Authority (1) The administrative authority is the Ames City Council acting through such persons or departments the City Council shall designate. (ii) The administrative authority shall have the right to enter,with the consent of the customer or upon the basis of a suitable warrant issued by a court of appropriate jurisdiction,any property to inspect for possible cross-connections. a. All backflow prevention assemblies shall be available for city inspection within a short notice by the administrative authority. Short notice is considered to be less than 24 hours. b. The entrance to the property to inspect for cross- connections will not be necessary if the customer has properly installed, tested, and maintained an approved RP on every and all service connections serving the customer's premises. (iii) The administrative authority may collect fees for the administration of this program. 12 (iv) The administrative authority shall maintain records of cross- connection hazard surveys,and the installation,testing,and repair of all Backflow prevention assemblies installed for containment purposes. (d) Where Containment Is Required (i) At the premises listed below, an approved backflow prevention assembly for containment shall be installed by the customer on each service line at or near the service connection before the first branch line leading off the service line. a. Premises having an auxiliary water supply b. Premises on which any industrial fluids, gases,process waters,or other objectionable substances are handled in such a fashion which may create an actual or potential hazard to the PWS C. Premises having(1)internal cross-connections that cannot be permanently corrected and controlled,(2)intricate plumbing and piping arrangements or where entry to all portions of the premises is not readily accessible for inspection purposes,making it impractical or impossible to ascertain whether or not cross-connections exist d. At premises having more than one water service, not including fire protection systems,all service connections shall be protected against backflow from the premises by installing an approved backflow prevention assembly for containment at each service connection (ii) Failure of the administrative authority to notify a customer that they are believed to have a health hazard cross-connection and that they shall install backflow prevention assemblies for containment shall in no way relieve a customer of the responsibility to comply with all requirements of these regulations. (e). Type Of Containment Required (i) The PWS shall be protected by an RP or an air gap separation a. where there is an auxiliary water supply; b. where there is any material dangerous to health that is handled in such a fashion as to create an actual or potential hazard to the PWS; C. where there are"uncontrolled"cross connections,either actual or potential;or d. where, because of security requirements or other prohibitions or restrictions,it is impossible or impractical to make a complete in-plant cross-connection survey. (ii) The PWS shall be protected by a DC where there;is water or other substance that would be objectionable but not hazardous to health if introduced into the PWS. An air gap separation or an RP may be used in lieu of a DC. (iii) The PWS shall be protected by a DC where there;is more than one water service connection. An air gap separation or an RP may be used in lieu of a DC. Use of a DC will not be permitted if there are other conditions present which require an air gap separation or an RP. (iv) The director of the City of Ames Water and Pollution Control Department may require installation of an air gap separation,by and at the customer's sole expense,at the service connection where records indicate a history of threat to the public water supply system because of negligence in handling health hazard substances or actual backflow into the PWS. (f). New Water Services (i) Plans shall be submitted to the administrative authority for review on all new water services in order to determine the type of containment needed. (ii) The administrative authority shall require the installation of the appropriate backflow prevention assembly for containment before the initiation of water service. (g) Fire Protection Systems (i) A backfiow prevention assembly to be used in a fire protection system shall meet the requirements of Factory Mutual Research Corporation(FM)and Underwriters Laboratory (UL) and the requirements of the fire code and the building code of the;City of Ames, in 13 addition to the requirements of paragraph(b)(i). Assemblies sized smaller than 2-1/2 inches which have not been tested by FM and listed by UL may be allowed if approved by the City of Ames Fire Department Chief. (ii) An RP shall be installed on all new and existing fire protection systems which the administrative authority determines to have any of the following: a. Interconnections with auxiliary supplies such as reservoirs, rivers,ponds,wells,mills,or other industrial water systems b. Use of antifreezes or other additives in the fire protection system C. Any other facility, connection, or condition which may cause contamination (iii) A DC will be required for all other fire protection systems. The DC shall be required on all new systems at the time of installation and on existing systems at the time that they are upgraded. (h) Portable Tanks. Portable tanks and vessels shall be filled through a properly installed and maintained backfiow prevention assembly or vacuum breaker. (i) Installation of Backfiow Prevention Assemblies (i) All backflow prevention assemblies for containment shall be installed so that they are accessible for testing as stated in the UPC at Section 1003(c)thereof. The installation shall also provide the same clearances as called for the water meter in the City of Ames Municipal Code, Section 28.205.(5). (ii) No backflow prevention assembly for containment shall be installed in a place where it would create a safety hazard such as,but not limited to,over an electrical panel or above ceiling level. (iii) The required backflow prevention assemblies for containment shall be installed in horizontal plumbing immediately following the meter or as close to that location as deemed practical by the administrative authority unless approved in writing by the administrative authority. In any case,it shall be located upstream of any branch piping. Installation at this point does not eliminate the responsibility of the customer to protect the water supply system from contamination or pollution between the backflow prevention assembly and the water main,and to protect the water supply system from contamination or pollution within the premises. (iv) RPs for containment shall be installed so as to be protected from flooding. (v) RPs for containment shall not be installed in underground vaults or pits. (vi) All backflow prevention assemblies for containment shall be protected from freezing. Assemblies used for seasonal services may be removed in lieu of being protected from freezing;however, the assemblies must be reinstalled and tested by a technician prior to the service being reactivated. (vii) If hot water is used within the water system,thermal expansion shall be provided for when installing a backflow prevention assembly for containment. (viii) Provisions shall be made to convey the discharge of water from RPs to a suitable drain. (ix) If interruption of water service during testing and repair of backflow assemblies for containment is unacceptable to the customer,another backflow prevention assembly for containment,sized to handle the temporary water flow needed during the time of test.or repair,shall be installed in parallel piping. W All shutoff valves shall conform with the current edition of the Manual of Cross-Connection Control(University of Southern California)requirements 14 for either ball or resilient seat valves at the time of installation. Ball valves shall be used on assemblies installed in piping two inches and smaller and resilient-seat gate valves on assemblies installed in piping larger than two inches. (j) Removal of Backfiow Prevention Assemblies (i) Approval must be obtained from the administrative authority before a backflow prevention assembly for containment is removed, relocated, or replaced. (ii) The use of an assembly may be discontinued and the assembly removed from service upon presentation of sufficient evidence that a hazard no longer exists and will not be created in the future. (iii) An assembly may be relocated following confirmation by the administrative authority that the relocation will continue to provide the required protection and satisfy installation requirements. A test will be required following the relocation of the assembly. (iv) An assembly may be removed and replaced, provided the water use is discontinued until the replacement assembly is installed. (v) An assembly may be removed to protect it from freezing provided that a. water use is discontinued until the assembly is reinstalled and tested; and b. the administrative authority is notified in writing within five days of the removal. (k) Testing of Backfiow Prevention Assemblies (i) Testing of backfiow prevention assemblies for containment shall be performed by a registered backflow prevention assembly technician (technician). The costs of required tests shall be borne by the customer. (ii) Backflow prevention assemblies for containment shall be tested and inspected upon installation and at least annually thereafter. (iii) Backflow prevention assemblies for containment which are in place, but have been out of service for more than three months, shall be tested before being put back into operation. Backflow prevention assemblies for containment used in seasonal applications shall be tested before being put into operation each season. (iv) Any Backflow prevention assembly for containment which fails a test shall be repaired or replaced. Backflow prevention assemblies for containment shall be retested by a technician immediately after repair or replacement. (v) When water service has been terminated for non-compliance, the backflow prevention assembly for containment shall be repaired or replaced and then tested prior to the resumption of water service. (vi) When warranted, the administrative authority may require backfiow prevention assemblies for containment to be tested at any time in addition to the annual testing requirement. Examples of this might include assemblies with a history of repeated failures or assemblies that have been subjected to fire, flood, or other unusual environmental conditions. (vii) The technician shall report the results of all inspections and tests of a backflow prevention assembly for containment to the customer and to the administrative authority on the form provided by the administrative authority within ten working days of the test. The technician shall immediately report to the administrative authority when and where his/her test indicates that an assembly fails to perform and no subsequent repair is done to make the assembly function Properly. (viii) The administrative authority may periodically verify test procedures and results. (1) Repair of Backfiow Prevention Assemblies For Containment (i) All repairs to backfiow prevention assemblies for containment shall be performed by technicians. 15 (ii) The technician shall not change the design,material,or operational characteristics of a backflow prevention assembly for containment during repair or maintenance and shall use only original manufacturer replacement parts or equivalent parts approved by the University of Southern California- Foundation for Cross-Connection Control and Hydraulic Research. (iii) The repaired assembly must be tested after each repair and pass the test before being placed back into service. (iv) The technician shall report the repair of a backflow prevention assembly for containment to the customer and to the administrative authority within ten working days of the repair. The report shall include the list of materials or replacement parts used and subsequent tests. (m) Backfiow Incidents (i) The customer shall immediately notify the administrative authority when the customer becomes aware that backfiow has occurred in the building, property, or private water system receiving water service. (ii) The administrative authority may order that a. water service be temporarily shut off when backflow occurs in a customer's building, property, or private water system. Such shut off is to protect the system from further contamination or pollution and to allow time for locating and mitigating the cause and extent of the contamination or pollution. (n) Existing Backfiow Prevention Assemblies For Containment (i) All backfiow prevention assemblies for containment installed prior to November 1, 1996,that do not meet the requirements of these regulations but were approved testable assemblies for the purpose described herein at the time of installation and that have been properly installed and maintained,shall,except for the testing, inspection, and maintenance requirements under Section (k) and Section (1), be excluded from the requirements of these rules so long as the administrative authority is assured that they will satisfactorily protect the PWS. Whenever the existing assembly for containment is moved from the present location, requires replacement,or when the use of the service area protected by the assembly changes so that the administrative authority determines that the public water system is subject to higher actual or potential hazards, the unit shall be replaced by an approved backflow prevention assembly for containment meeting the requirements of these regulations. (o) Customer Non-compliance (i) In case of non-compliance with these regulations, the administrative authority shall notify the customer to comply within ten working days. In the event of failure or upon refusal of the customer to comply as ordered, the administrative authority may,after notice and reasonable opportunity for hearing, terminate water service. Non-compliance includes, but is not limited to, the following: a. Refusal to allow the administrative authority access to the property to inspect for cross-connections, except for those meeting Subsection(e)(W. b. Providing inadequate backflow prevention when cross- connections exist C. Failure to install a backfiow prevention assembly for containment which has been required by the administrative authority d. Failure to test, maintain, or properly repair a backflow prevention assembly for containment as required by the administrative authority e. Failure to comply with the requirements of these regulations f. Refusal to replace a faulty backflow prevention assembly g. Removal of a backflow prevention assembly for containment which has been required by the administrative authority except for seasonal removal as in Section I.6 It. Bypassing of a backflow prevention assembly for containment which has been required by the administrative authority 16 i. Failure to report a backflow incident j. Direct connection between the PWS and a sewer line k. A situation which presents an immediate health hazard to the PWS (ii) For conditions g, h, i,j, and k, the administrative authority will take the following steps. a. Make a reasonable effort to advise the customer of intent to terminate water service. b. Terminate water supply and lock service valve. The water service will remain inactive until correction of the violation has been approved by the administrative authority. (Ord. No. 3433, Sec. 1;5-13-97) (15) Amend Section 604.1 UPC pertaining to Water Distribution Materials to read as follows: Water pipe and fittings shall be of brass, copper, cast iron, or other approved materials for water distribution inside of a building. Galvanized pipe and fittings may be used on emergency showers and eye washes that are pre-purchased from manufacturers. A dielytric union will be installed between galvanized and copper/brass pipe or fittings. This section does not apply to yard sprinkler systems. (16) Amend Section 608 UPC pertaining to Water Pressure as follows: The first sentence of Section 608.2 shall read: Where water pressure to a new building or structure is in excess of eighty (80)pounds per square inch(551.20a), an approved type pressure regulator preceded by an adequate strainer shall be installed and the pressure reduced to eighty(80)pounds per square inch(551.2kPa)or less, unless the Building Official is presented with adequate documentation of the need for higher pressure and waives this requirement in writing. The fast sentence of Section 608.5 shall read: Relief valves located inside a building shall be provided with a drain, not smaller than the relief valve outlet, of galvanized steel or hard drawn copper or CPVC piping and fittings and shall not extend from the valve to the outside of the building. (Ord. No., 3407, Sec. 1, 11-12-96) (34) (17) Amend Section 610.8 UPC by adding a second paragraph as follows: An assumed pressure range of 46-60 psi will be used for Table 6-5 (Ord. (18) (A) Sections 604.1 and 604.8 UPC notwithstanding, the water supply system line shall be type K copper tubing, ductile , brass or PVC meeting AWWA C-900, I.P.S. 200 PSI SIDR-7 PE3408 ASTM 2239 or equal, or other approved materials. Lead or galvanized service lines and lead solder shall not be allowed. Pipe couplings in water service lines shall be by swedge type mechanical joints. Pipe couplings shall not be allowed under concrete or asphalt surfaces, such as streets,driveways,sidewalks,alleys, or floors, except a flare coupling may be allovied provided there is a minimum two-inch cover between the pipe and the concrete/asphalt material. All fittings shall be long-shoulder flare fittings. (1) Polyethylene service pipe shall be 200 PSI IPS NSF listed high density PE3408 SIDR-7 meeting the requirements of ASTM 2239. Corporation stops shall be Ford Meter Box Co. F600(1")or Mueller Co. equivalent. Corporation elbows shall be Ford Meter Box Co. L0644-G(I"). Quarter bend w/grip joint ends or Mueller Co. equivalent. Curb stops shall be Ford Meter Box Co. B66444-G(I"). Quarter turn ball valve type w/grip joint ends or Mueller Co. equivalent. *Note: All compression couplings shall have the appropriate sized stainless steel insert fittings. *Note: All compression couplings shall be free of any pipe sealing compounds. The polyethylene to copper adaptor coupling located at the footing shall be Ford Meter Box Co. C26-44-G(1")or Mueller Co. equivalent. Tracer wire shall be 14 ga. solid copper wire w/blue jacket. The wire will be attached to the plastic pipe with tie straps. The wire will start at the curb box, circle the water main and return to the curb box. The wire will be exposed at the curb box. (B) Section 609.1 UPC notwithstanding,all water service lines shall be installed 18 at least five feet below finish grade. If the water main and tap cannot be buried below frost depth at any point, the trench shall be lined with 11/2" thick 'Blue Board" insulation or equivalent as approved by the administrative authority. Sand backfill material shall then be placed to a depth of one foot above the top of pipe, then 11/2" "Blue Board" or equivalent will be installed so that the entire trench width and length in the area needing protection against freezing is insulated and then backfilled. (C) Section 610.8 UPC notwithstanding, water service lines of any installation shall be at least 3/4 inch in diameter. Water service lines for any commercial property shall be at least one inch in diameter. Any water service line 100 feet or more in length shall be at least one inch in diameter. For service lengths of 200 feet or 300 feet, the minimum diameter shall be 1'/4 inches and 11/2 inches, respectively. It is important to note that these area diameters for service lines. Larger diameters may be required to provide adequate service based on number of fixture units. See Table 6-5. All new buildings shall have a minimum of a 1 inch water service line. (D) All taps on the main shall be at least 24 inches apart and shall be at least 3/4 inch in size. If more than one tap is made for a service line, the taps will be staggered on the pipe. Maximum tap size for a 4-inch main is 3/4 inch. Maximum tap size for a 6 inch or larger main is one inch. No more than three taps shall be made for a service connected to a 4-inch or larger main. All taps will be made in the top half of the water main but not more than 45' above the horizontal plane. No main shall be tapped nearer than eighteen(18) inches to a joint. Minimum size for any service valve will be 4 inch. No 4 inch by 2 inch tapping valves will be permitted. A 4 inch by 4 inch tapping valve and sleeve is the smallest which may be used. The following table lists appropriate number of taps for different service sites. Service Size Taus 1 inch 2 3/4 inch or 1 1 inch 1-1/4 inch 3 3/4 inch or 2 1 inch 1-1/2 inch 2 1 inch (Two or more taps shall have 24" minimum spacing and be staggered) All services having two(2)taps or more shall be combined through.a brass wye pipe connection. The maximum length of service from the main to the wye shall be four(4)feet. (E) Where a single water service line provides service to a new duplex or is split for any other reason, the service line shall be at least one inch in diameter. Where an existing structure is to be converted to a duplex a 1" equivalent service may be provided by a separate tap. The new service lines shall be divided by a wye at the property line. Existing 1" services may be split inside the building so long as shut offs are available in a common area. Separate curb boxes shall be installed, and separate 3/4 inch service lines shall be run to the individual customer units. (F) In the event a curb box is set in any location where a concrete or asphalt surface is to be placed,a sleeve shall be placed around the cap to allow for expansion and contraction. (G) In a new subdivision the new water service line shall be installed at the center of the property unless otherwise approved by the administrative authority. (H) Only one service is allowed per structure or development. No extra service line taps into the structure or development from the service line are permitted unless the main service line is a 4 inch minimum size or is of sufficient size to meet the water demands and is approved by the administrative authority , except as stated in(E)above. Additional services may be approved by the Board of Appeals. (I) If the proprietors of buildings desire to lay pipes with hydrants and hose couplings to be used only in case of fire, they will be permitted to connect with the street mains, at their own expense, upon application to the City and will be allowed to use the water for fire purposes only, free of charge. (J) Sprinkler systems used for fire protection may be permitted to be attached to the water mains by registered plumbing contractors by direct connection without meters under the direction and supervision of the City. No open connection can be incorporated in the system, and there shall be no valves except a post indicator valve at the entrance to the building which must be sealed 19 open. One and Two family residential sprinkler lines shall be metered through the single meter. The property owner or tenant shall promptly report to the City any seal which has been broken for the closing of the system. A detailed drawing of the sprinkler system shall be filed with the City and free access to the building shall be granted the City for inspection purposes. No charge will be made for water used for fire purposes through a sprinkler system. The fire line shall be a minimum 4 inch diameter with a shut-off valve installed after the tap into the main, PIV shall be a minimum of 5 feet from the building where possible. PVC meeting AWWA C-900 may be used under the floor(under structure) however, C900 PVC to ductile conversion shall be made under the floor with a sprinkler, fittings flange. (K) There shall be a curb cock in every service connection to the main, lateral or extension service supply in streets. It shall be located on the property line or as close as possible thereto and in alleys within one foot of the alley line, except two(2) inch and larger, which shall have a street valve box over the valve at the water main. The curb cock to be used for services from three- fourths (3/4) inch to two (2) inches shall be the style known as Mueller Mark II Oiseal or Ford Ball Valve with 90' curb cock, or equal, provided with T handle and extension rod keyed and locked to curb cock and shall be the same diameter as the pipe served. The curb cock shall be kept in an operative condition at all times. (L) The curb cock shall be covered by a curb box of the Western pattern No. 100,or equal,extending to the curb grade. In cases where the surface of the ground is higher than the curb grade to the extent that the curb box will not extend sufficiently to be in plain view, then the curb box shall be extended to the ground surface. Whenever a water service is renewed the curb box shall be brought to the curb grade or present natural ground level and moved to the property line. In placing the curb cock in position, care must be exercised to provide against settlement of the curb box, by providirig a base of brick, stone or concrete block set on solid earth for support. A support shall be placed across the ditch and wired to the curb box near the top to keep it in a vertical position while filling the ditch. (M) A corporation cock of either a Mueller or Ford make, or its equivalent, shall be inserted in every tap one inch or less in diameter made in the water main. The connection to the main shall be made by a regulation corporation cock and copper service with a compression joint if the pipe is plastic SIDR-7 200 P3408. All connections to the water main shall be adequately looped to prevent breakage from ditch settlement. (N) Leaking water service connections shall be resolved in accordance with Chapter 28 of the City Code. (0) As a general rule there shall be no tee allowed on a water service line at any point between the curb cock and the building served. However, the administrative authority may permit an exception if,after due consideration of a domestic water service size, fire line size, distance between the property line and the building, and the use made of the building (fixture units) it is demonstrated to the reasonable satisfaction of the administrative authority that water in the supply pipe will turn over within 15 minutes of the start of the daily activities in the building. Under no circumstances shall a tee be made on the water service line within the building served. (Ord. No. 3331, Sec. 1, 6-13-95) (19) Amend Section 714 UPC by adding subsection 714.6 as follows: 714.6 All openings into the sanitary sewer piping within a building must be securely sealed at all times by means of a manufactured plug or seal until the building has been made completely tight against the elements of weather and all backfill ng around foundations has been brought to proper grade to insure the drainage of surface water away from the building. 20 (20) Amend Section 715.1 1103(a) UPC to read as follows: 715.1 The building sewer, beginning from two(2) feet(.6m)from any building or structure, shall be of cast iron, extra strength vitrified clay pipe, or SDR 23.5 polyvinyl chloride pipe (PVC). PVC pipe shall conform to ASTM D-3034. PVC resin shall meet cell class 12454B per ASTM D 1784. VCP and cast iron shall be installed according to methods specified in ASTMC-12. SDR 23.5 PVC shall be installed according to ASTM D-2321. Embedment material shall meet ASTM C-33 (crushed) gradation 67. (21) Amend Section 1105 UPC Size of Building Sewers, to read as follows: The size of any building sewer shall be determined on the basis of the total number of fixture units drained by the sewer in accordance with Table 7-8 The minimum diameter for a building sewer shall be four inches. (22) Amend Section 718 by adding a new subsection 718.4 as follows: 718.4 Building sewer depth. Whenever possible the building sewer shall be laid at a depth of not less than nine(9)feet below street grade from the main to the property line. Renewals may be replaced at existing depth, or lower if desired. (23) Amend Sec. 719 UPC by adding a new subsection 719.7 as follows 719.7 Cleanouts shall not be more than 40 feet apart in horizontal drainage lines of 2 inches in diameter or less, more than 90 feet of developed length apart in lines of 3 inches or larger. There shall be an entrance cleanout. A cleanout shall be provided in each vertical waste or soil stack at a point at least 6" above the base of the stack. (24) Add a new section 724 to read as follow: Sanitary Sewer Service--New Subdivision Construction. (A) This section deals with construction and inspection procedures for installing sanitary sewer service lines where a factory wye or factory wye and riser are already in place. In this situation, the plumbing contractor shall start the stub-in at the existing connection. No additional cut or tap into the sewer main will be permitted. (B) All work will be done in a 'dry ditch'. The generally accepted understanding of a 'dry ditch' is a work area without standing water and without flowing mud. If necessary, the plumber shall over-excavate,famish and place I" or smaller concrete stone and provide necessary pumping equipment to maintain dry working conditions. Under no condition shall the plumber discharge surface or groundwater to the sanitary sewer system or do any work in standing water unless on-site authorization is given by the inspector. (C) The sewer service line shall be pipe of 4 inch minimum diameter installed at least five feet below finish grade. If the service line cannot be buried below frost depth at any point, the service line shall be protected in the same manner as specified for water service lines in Sec. 21.501(29)(B), Ames Municipal Code. (D) Sections 315.4 and 718.1 UPC notwithstanding, after inspection, the entire service line trench shall be backfilled by the plumber in stages as described below. The bedding and the first two feet of protective cover shall be comprised of sand, pea gravel, or other approved material,as directed by the plumbing inspector of the Public Works Department, with such hand work and compaction as required by the inspector to assure the integrity of the sewer service line. After the protective cover is placed and approved, the rest of the backfill within the public right-of-way shall be placed by the plumber under the on-site inspection of the Public Works Department. That backfill shall be mechanically tamped so that all areas in the upper three feet and within five feet of the proposed curb line are compacted to 95 percent of the standard Proctor density and all other areas of the excavation within the right-of-way are compacted to 90 percent of standard Proctor density. The remaining backfill outside the public right-of-way shall also be placed by the plumber. (E) Final inspection of the connection and the main may be made by TV camera filming of the full-length interior of the sewer main at city expense. 21 (25) Add a new section 725 UPC to read as follows: Sanitary Sewer Service--Tap into Existing Main. (A) This section deals with construction and inspection procedures for installing sanitary sewer service lines where a factory wye or factory wye and riser do not exist. hi this situation, the stub-in will begin with a tap into the sewer main as described below. The tap may be made only in the public right-of-way or in a public easement. (B) The tap into the sewer main shall be in the form of a smooth, round hole with a tolerance not to exceed '/4 inch diameter larger than the O.D. of the saddle spigot end. No hand cutting or tapping methods will be allowed. Only machine drilling will be permitted with equipment able to retain the coupon cut from the sewer main. This coupon shall be marked with the lot number and given to the inspector at the time of inspection. (C) If the sewer main is cracked or otherwise damaged during drilling, the plumber shall replace the pipe section. Where a pipe section must be replaced, joints must be completed with stainless steel water main type repair clamps with ductile lugs, at least 71/2 inches in length. For 8 inch main,the repair clamp shall be designed to fit 9.27 to 9.67 inches O.D. pipe. For 4 inch service line, the repair clamp shall be designed to fit 4.45 to 4.73 inches O.D. pipe. No type of flexible coupling will be allowed. The repair of the main shall be inspected by Public Works prior to backfill. (D) The service line connection shall be made with a cast iron saddle tee such as Genoco Sealtite Model #DSBF sewer saddle or approved equal specifically designed for this purpose. The spigot end shall fit smoothly into the wall of the sewer main and shall not protrude more than '/4 inch past the inside pipe surface. The saddle flange or collar shall be sealed to the main with a rubber O-ring. The connection shall be secured in place by a stainless steel strap of at least 28 gauge and at least 21/2 inches width. The saddle for PVC pipe shall be as manufactured for the type of PVC pipe being used. (E) Factory saddle wyes will not be accepted for making new connections to an existing sewer or for repair work. (F) All sanitary sewer taps shall be made in the top half of the main but no more than 45' above the horizontal plane. All taps shall be made at least 18 inches apart, at least 24 inches away from any joint. (G) All service lines shall be tapped into the main and not into a manhole except as provided in Subsection(H) below. (H) Any sewer line 6 inch or greater requires a manhole at the public main. The property owner shall retain full responsibility for operation and protection of any delivery system to the sewer main. Any private sewer 8 inches or larger requires a manhole every 300 feet. Approved Materials for Sanitary Services Service Size Material 4 inch Cast Iron, SDR 23.5 PVC, with gaskets, copper 6 inch Extra strength vitrified clay, cast iron, SDR 23.5 PVC, copper 8 inch or larger Truss Pipe Extra strength vitrified clay pipe, cast iron, SDR 35 PVC, copper (I) That part of the service line trench outside the public right-of-way shall be completely backfilled by the plumber in stages. The bedding and the first two feet of protective cover shall be comprised of approved material, as directed by the Inspection Division. 22 (26) The National Fuel Gas Code is amended by adding: Only fittings approved for a welded system shall be used. Screw type fittings shall not be welded. Screw type fittings may be used in concealed spaces, except for unions and bushings. Low pressure gas shall be tested with air for 15 minutes at 10 PSI. Medium pressure shall be tested 30 minutes at 60 PSI. Gas meter regulator shall be a minimum of 3' from any exhaust and 5' from any opening or intake. (27) Section 505 UPC pertaining to Water Heaters is revised by adding: The over-temperature safety protection device shall be a combination pressure and temperature relief valve. The valve shall drain indirectly into a plumbing fixture, floor drain, sump pit or other approved point of discharge inside the building. (28) Section 506 UPC pertaining to Oil Burning Heaters is revised by adding: The over-temperature safety protection device shall be a combination pressure and temperature relief valve. The valve shall drain indirectly into a plumbing fixture, floor drain, or sump pit or other approved point of discharge inside the building. (29) Add a Chapter 15 UPC to read as follows: Chapter 15 . Foundation Drain Service. 1501 Discharge Line. The discharge line shall be a pipe with a minimum inside diameter of 11/2 inches. The discharge line may be polyvinyl chloride(PVC) or polyethylene (PE) pipe. PVC pipe shall be a minimum of Schedule 40 PVC meeting ASTM D-2665 with solvent weld Schedule 80 deep socket fittings. PE pipe shall be a minimum of PE-3408 meeting ASTM D-2239 with joints made with fibbed insert fittings secured by stainless steel clamps. All discharge line piping where fittings are not visible or where there is doubt on the part of the inspector of proper installation, shall be tested for leakage by applying a 30 psi air pressure test for a period of not less than five minutes. Any loss of pressure during the test will be cause for rejecting the installed pipe and requiring repair or replacement of defective parts. 1502 Depth of Burial. The discharge line shall be buried to a depth of at least 5 feet below the final surface grade. Where that depth of cover cannot be maintained, cold weather protection in the same manner as specified for water service lines in Sec. 21.501(29)(B), Ames Municipal Code, or by another approved method, shall be required. 1503 Check Valve. A check valve shall be provided in the discharge line, whether the discharge line flows by gravity or is pumped. The check valve may be installed in either a vertical or horizontal position. This check valve shall be in addition to any check valve built into the sump PAP• 1504 Electrical Service. For a sump pump to be operational, the sump pump shall have a 20-amp circuit and 15-amp outlet. The wire shall be 12-2 w.g. The sump pump shall have a separate circuit. Where the fuse box lacks sufficient capacity or where other electrical deficiencies will not permit routine hookup of electrical service to the sump pump, the homeowner will be so informed. In such cases, additional costs could be incurred by the homeowner to correct the deficiencies. A single receptacle shall be provided for each sump pump, located within reach of the cord provided by the manufacturer. 1505 Connection. The discharge line shall be connected to a public storm sewer, collector line, or storm sewer intake if such exists adjacent to the property. The connection to the storm sewer or collector line shall be made by machine tapping and a manufactured fitting, or by an alternate method of an approved tap and saddle on a concrete storm sewer pipe. A tap shall be used on all 6 inch collector lines. A sewer tapping machine shall be used for all tile lines. 1 - The correct saddle to use to connect to a 6"-15" the line is a Gemco sewer saddle(B.F.O.). 2-The correct saddle for a collector line of 6" plastic is a Smith Blair 313- 00066-314-000 6" x 2" saddle. 3-To connect a storm line to a concrete pipe, use a saddle made with a cast iron hub. The pipe will extend from the hub to the face of the pipe. Cement mortar and oakum will be used for a water and root-proof connection to the storm sewer. 23 1506 No Connection Available. If a storm sewer or collector line does not exist in the roadway fronting the property, the discharge line shall be terminated at the back of curb. In the event the storm sewer/collector line is on the opposite side of the pavement, the discharge line shall be extended across the street. Back-of-curb discharges shall be directed downward to the pavement by use of an elbow or other approved arrangement. The City of Ames shall be responsible for the connection to the storm sewer/collector line for those services properly terminated at back-of-curb. 1507 Sump Pump. Delivery of the foundation water to an approved point of disposal shall be made using an approved pump system. The sump pump shall be able to deliver 17 gpm against 17 feet of head. 1508 Gravity Discharge. In some instances, foundation water may be discharged to an open waterway or other natural drainage way by gravity when approved by the administrative authority. Under no circumstances will a gravity line be approved without backwater control. 1509 Alternative Uses. With prior approval, the property owner may install such piping and valves necessary to allow the foundation water to be used for lawn or garden watering or other such use. However, said diversion facilities shall be in addition to the permanent connection to the storm sewer/collector line. (30) Add a chapter 16 UPC to read as follows: Chapter 16. Rain Water System 1601 The storm water service line or designed private storm water service line shall be made of cast iron, reinforced concrete pipe (RCP), vitrified clay pipe (VCP), SDR 35 polyvinyl chloride pipe(PVC), PVC truss pipe, PVC meeting ASTM F949, or other pipe approved by the Administrative Authority. PVC pipe shall conform to ASTM D-3034. PVC resin shall meet cell class 12454B per ASTM D 1784. 1602 Installation requirements. Installation shall be completed in accordance with the standard specifications governing pipe installations as established by the Inspection Division. 1602.1. RCP, VCP and cast iron shall be installed according to methods specified in ASTM C-12. 1602.2. SDR 35 PVC shall be installed according to ASTM D-2321. Embedment material shall meet ASTM C-33 (Crushed)Gradation 67. 1603 Storm water service lines may be connected to the city storm water system at intakes or manholes or directly into the city storm sewer pipe. Tapping storm water service lines into city storm sewers will be by using approved methods. The connection from the storm water service line to the city storm sewer will be made by a clamping saddle or a fitting with a sealant that will be waterproof and rootproof. The entire connection shall remain uncovered for inspection and approval before backfill. A collar will be installed at the main so that the service line will not protrude into the main. If a storm water service line is over half the size of the city storm sewer it will require a manhole at the junction. The manhole shall meet City of Ames Standard Specifications for storm sewer construction. Taps will be installed on the top half of the city storm sewer. Clean outs shall be installed on storm sewer service lines at intervals not to exceed 80 feet of developed length and at locations where the lime changes direction more than 45 degrees. If a storm water service line is installed with more than 25 percent grade, it will be stepped down with the use of fittings. 1604 Private storm sewer mains can be connected to the City storm sewer system at intakes or manholes. Connecting into the city storm sewer line with a private storm sewer main requires installation of a manhole or intake at the junction. The manhole or intake shall meet City of Ames Standard Specifications for storm sewer construction. Manholes or intakes on the private storm sewer line will be installed at intervals not to exceed 300 feet and at all alignment and size changes. 1605 Permits and applicable fees are required for any storm sewer service lines or private storm sewer systems installed on private property. 1606 Inspection fees for installations utilizing VCP, RCP or cast iron will be as currently established by City ordinance. Inspection fees for installations using SDR-35 PVC will be as from time to time adopted by city council for full time inspection while the pipe and embedment materials are being placed. Inspection fees for the embedment operation may be waived provided a 24 registered Engineer licensed to do business in Iowa will certify that the pipe embedment has been completed in accordance with the ASTM D-2321 Standards. (Ord. No. 3198, Sec. 1, 9-24-92; Ord. No. 3221, Sec. 7, 3-23-93) .. NTS Sec. 21.601. PROCEDURE FOR ABATEMENT OF PROHIBITED SEWER CONNECTIONS AND DRAINAGE ARRANGEMENTS. (1) In that surface water runoff, subsoil and footing drainage water is being allowed to enter the sanitary sewer system contrary to Ordinance No. 1011 enacted December 19, 1961 and other ordinances of the city to the public detriment from resulting sewer back ups and overloading of the sewage treatment plant, any connection or arrangement found to exist whereby surface, subsoil or footing drainage water is discharged or diverted into the sanitary sewer system is deemed to be, and hereby declared as, a public nuisance. (2) Whenever such connection or arrangement is found to exist in violation of the ordinances of this city, whereby surface water runoff, subsoil or footing drainage is discharged or diverted into the sanitary sewer system, the city council may, after notice to the owner or person in possession and control of the premises and opportunity for a hearing, cause such to be abated by ordering a connection to a public drainage system, storm sewer system, natural watercourse or such other arrangement as the council shall find necessary, adequate or appropriate, given the particulars and circumstances of each case. (3) If the person or persons so ordered fail to comply with the council's order within the time prescribed when the order is made, the council may cause the ordered work to be done, an accounting of the cost of such work made and reported, and by resolution of the council certify to the coutnty auditor for collection in the same manner as property taxes. (4) In addition to, or as an alternative to the foregoing, such prescribed connections may be charged as a municipal infraction and relief sought as appropriate under that procedure as by law provided. (Ord. No. 3198, Sec. 1, 9-24-92) Sec. 21.701. RESERVED. (Ord. No. 3337, Sec. 1, 7-25-95; Ord. No. 3381, Sec. 1, 4-27-96) See. 21.701. ROUGH-INS (1) Below ground rough-ins for future plumbing fixtures on waste/vent shall be piped above the finished floor level and then be plugged or capped with appropriate fittings or devices. (2) A 2" future vent shall be terminated with other vents or terminate through the roof. Such vent shall be capped in the floor joist area for future use. Sec. 21.702. INTERCEPTORS (1) Every restaurant or other commercial or institutional establishment where food is cooked shall have either grease traps or grease interceptors. With respect to dishwashing arrangements in a non-domestic setting,if there is to be a pre-rinse sink and a garbage disposal, it shall be done only by means of a two compartment sink with one compartment for the pre-rinse and die other compartment for the garbage disposal. The pre-rinse compartment shall be drained into a grease trap. 25 The compartment for the disposal shall be discharged directly into a drain line, isolated from the grease trap. A floor drain shall precede the grease trap and no other fixtures shall be allowed between the floor drain and the grease trap. (4) All establishments where hair is cut or styled shall have a hair interceptor installed in those sinks where hair is washed. Sec. 21.703. WATER SERVICE VALVES A service valve shall be installed immediately following a tap on all take offs from the water main. Sec. 21.704. FLOOR SINKS When floor sinks are used, the lip of the sink shall extend above floor level. Sec. 21.705. COUPLING CLAMPS A Blair 265 coupling clamp made of 304 stainless steel, with a grade 60 gasket bonded to the stainless steel shall be used. Six bolts and nuts made of 304 stainless steel with a Teflon coating will be used on the Blair 265 coupling clamp. This specified clamp is for water mains between 4" and 12" in diameter. The corporation shall be 4704B AY McDonald NPT water service fitting. Sec. 21.706. VENT CONNECTORS The provisions of subsection 32.201(f)notwithstanding, when venting a fuel fired appliance, or other device the Gas Appliance Manufacturers Association Venting Tables shall not be used for any purpose other than to determine the size of required vents. Single wall metal pipe used as a connector shall not originate in an unoccupied attic or concealed space and shall not pass through any attic, inside wall, floor, or concealed spaces and shall be located in the same room or space as the fuel burning appliance or other device. ART ILL �IIT . Sec. 21.801. PENALTIES FOR OFFENSES PERTAINING TO PLUMBING. A violation of any provision of Chapter 21, Plumbing, shall be a municipal infraction punishable by a penalty of$500 for a person's first violation thereof and$750 for each repeat violation. (Ord.
