SUBJECT: Add an exemption to the Ames Municipal Plumbing Code and to the Ames
Municipal Electrical Code to allow Mobile Home Dealers to connect the plumbing and
electricity to mobile homes without an electrical or plumbing license.
BACKGROUND:
The legislature wrote an amendment to the State Code on mobile homes which allow mobile
home dealers and their employees to connect the plumbing and electrical services of mobile
homes in the space of the mobile home or up to 10 feet from the mobile home. The law does
not require these persons to have a local electrical or plumbing license nor be registered
locally. They will still be required to be certified with the state as a mobile home installer and
be bonded.
The state law states that local jurisdictions may still require a permit and inspections. Our
local ordinance only allows permits to be taken out by licensed electricians and plumbers
unless they are the homeowners. These exemptions will allow us to issue permits and be in
compliance with the state law.
ALTERNATIVES:
1. Accept the manager's recommendation and approve the code changes by creating the
exemptions for mobile home dealers.
2. Give a recommendation to staff on other solutions to this concern.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative #1
allowing mobile home dealers to install the plumbing and electrical services as stated in the
Iowa Code with appropriate permits and inspections.
COUNCIL ACTION:
