HomeMy WebLinkAboutA002 - Council Action Form dated August 12, 1997 ITEM #: szz DATE: 08/12/97 COUNCIL ACTION FORM SUBJECT: RESOLUTION REFERRING THE URBAN RENEWAL PLAN FOR DISTRICT #4 TO THE PLANNING AND ZONING COMMISSION FOR REVIEW AND RECOMMENDATION, AND SETTING A DATE OF PUBLIC HEARING ON OCTOBER 14, 1997, AND SETTING A DATE OF CONSULTATION ON SEPTEMBER 10, 1997 IN ROOM 235 AT 4:00 P.M. ACTION FORM SUMMARY: This is a request to refer to the Ames Planning and Zoning Commission for review, the Urban Renewal Plan #4, and establishing the date of public hearing and the date of consultation. BACKGROUND: On June 24, 1997, the City Council directed Staff to establish a TIF District south of the original TIF District. To establish a TIF District, the City Council needs to designate an economic development area by resolution, and submit an Urban Renewal Plan to the Planning and Zoning Commission for their review and recommendations as to its conformity with the general plan for the development of the municipality as a whole. A consultation meeting with the other three taxing entities (DMACC, Ames Community Schools, and Story County) is required to explain the intent of the TIF District. It is Staff's intent to conduct a briefing session for the three other taxing entities on September 10, 1997, 4:00 p.m., Room 235 of City Hall. The Planning and Zoning Commission will review the resolution concerning the establishment of an economic development area and the Urban Renewal Plan on August 20, 1997. Upon receipt of the recommendations from the Planning and Zoning Commission, the City Council may proceed with the hearing on the proposed urban renewal project. At the same council meeting the City Council approves of the Urban Renewal Plan, the City Council may provide by ordinance the establishment of a TIF District within the designated Urban Renewal Area #4. The project consists of extending Bell Avenue south approximately 750 feet to S.E. 5th Street, then constructing S.E. 5th Street west approximately 375 feet. The City of Ames' costs will consist of approximately 1 ,125 linear feet of the following: sanitary sewer, water main, storm sewer, street lighting, electric distribution, and paving (see attached drawings). The paving width of Bell Avenue and S.E. 5th Street will be 31 feet, with a 70 foot wide right-of-way. This is a change in the normal width of industrial roads of 41 feet, and 80 foot right-of-ways. The change is necessitated by complaints of on street parking causing manuvering restrictions for semi's on Alexander, Graham, and Bell Avenues in the Community Industrial Park; and that the RISE Program through the Iowa Department of Transportation (DOT) will only fund a 31 foot wide street in industrial areas. The City of Ames will apply for RISE funding for the total length of the road in this project. The State of Iowa may fund 1/2 of the cost of the road construction. The RISE application s will be submitted on September 1, 1997. The financing for this TIF project is expected to have a 12 year payback period. A copy of the Urban Renewal Plan and Resolution referring the proposed economic development area is provided for Council review. ALTERNATIVES 1 . City Council can adopt the resolution referring the Urban Renewal Plan for District #4 to the Planning & Zoning Commission. 2. City Council can decide not to adopt the resolution referring the Urban Renewal Plan for District #4 to the Planning & Zoning Commission. 3. City Council can refer this issue back to staff for further information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1 and refer the establishment of the economic development area and the project (Urban Renewal Plan) to the Ames Planning and Zoning Commission for its review and comment. This alternative will approve the resolution referring the proposed economic development area and Urban Renewal Plan to the Ames Planning and Zoning Commission for its review and recommendation. It is also the recommendation of the City Manager that the City Council set the date of public hearing on October 14, 1997, and setting a date of consultation on September 10, 1997 in Room 235 at 4:00 p.m. This briefing session by the City Staff will satisfy Legislative requirements of informing the taxing entities of the Ames School District, Story County, and DMACC of the City's interest to establish a Tax Increment Financing District.
