COUNCIL ACTION FORM
SUBJECT: DESIGNATING PARKING PROHIBITIONS IN THE NORTHERN LIGHTS
SUBDIVISION
BACKGROUND:
During the review of the Northern Lights Subdivision, staff indicated to the developer,
Grand Investors L.L.C., that parking prohibitions should be designated along one side
of subdivision streets that are 27' and 31' wide. In addition, it was agreed that parking
prohibitions be designated on both sides of Orion Drive. This measure is needed to
provide a safe street width for passage of local traffic and emergency vehicles.
Parking prohibitions are shown on the attached sheet and include the following:
Street To/From Side
Roy Key Avenue Bloomington Road/Orion Drive both (west & east)
Polaris Drive Roy Key Avenue/Wheeler Street north/west
Orion Drive Wheeler Street/Roy Key Avenue both sides
Roy Key Avenue Wheeler Street/Orion Drive west
Staff has also discussed with developers about designating delivery zones along the
east side of Roy Key Avenue from Orion Drive to accommodate service personnel for
the proposed commercial site. This plan would include prohibiting parking on the west
side to accommodate this activity.
Staff had concluded in a 1993 study that parking prohibitions are necessary on any new
subdivision streets that are 27' and 31' wide. With these widths, parking prohibitions
are needed to provide for two-way traffic flow. With parking present on both sides of
the street, the available street width for traffic is reduced to 15', or one lane of travel.
When this parking is present, it not only creates a hazardous situation for traffic, but
also restricts access to emergency vehicles.
Also included in the parking prohibition plans are 50' approach and curve restrictions to
enhance traffic safety. This would ensure proper sight and maneuvering distances at
these approaches and curves.

ALTERNATIVES:
1 . Designate parking prohibitions in the Northern Lights Subdivision as indicated in
the above report. These plans include designating a delivery zone on the west side of
Roy Key Avenue (Wheeler Street to Orion Drive), and 50' approach and curve
restrictions as shown on the attached plan to enhance safety.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1 , thereby directing the City Attorney to prepare an ordinance designating
parking prohibitions as indicated in the above report. These plans include designating
a delivery zone on the west side of Roy Key Avenue (Wheeler Street to Orion Drive),
and 50' approach and curve restrictions as shown on the attached plan to enhance
safety.
