HomeMy WebLinkAboutA001 - Council Action Form dated July 8, 1997 t Item # Date: July 8 1997 COUNCIL ACTION FORM SUBJECT: DESIGNATING PARKING PROHIBITIONS IN THE HILLSIDE SUBDIVI- SION - 1ST AND 2ND ADDITION BACKGROUND: The Hillside Subdivision is currently being developed with approximately 15 homes constructed in the past few years. As part of the subdivision agreement approved by City Council, parking prohibitions were to be designated along one-side of subdivision streets. Due to this approval, parking prohibitions were posted during the construction along these subdivision streets. However, parking prohibitions were not codified for proper enforcement. With this proposed measure, parking prohibitions will be estab- lished by ordinance in the Hillside Subdivisions 1st and 2nd Addition. These prohibi- tions are shown on the attached diagram and include the following: Street To/From Side Hemingway Drive Doyle Avenue/west end North Dickenson Avenue Webster Street/south end East Webster Street Doyle Avenue/west end North Clemens Boulevard South Dakota Avenue/Doyle Avenue Both North/South Clemens Boulevard Doyle Avenue/west end North The developers for the Hillcrest Subdivision, Hunziker Development Co. LLC, agreed with the provision of prohibiting parking along streets during the review of the subdivi- sion plans. All streets within this subdivision are 27' and 31' wide. This measure is needed to provide a safe street width for passage of local traffic and emergency vehicles. It should be noted that staff had concluded in a 1993 study that parking prohibitions are necessary on any new subdivision streets that are 27' and 31' wide. With these widths, parking prohibitions are needed to provide a two-way traffic flow. With parking present on both sides of the street, the available street width for traffic is reduced to 15', or one lane of travel. When this parking is present, it not only creates a hazardous situation for traffic, but also restricts access to emergency vehicles. CAF - Parking - Hillside Subdivision July 8, 1997 Page 2 ALTERNATIVES: 1. Designate parking prohibitions along Hillside Subdivision streets as described in the above report. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 , thereby directing the City Attorney to prepare an ordinance designating parking prohibitions along Hillside Subdivision streets as described in the above report.
