SUBJECT: Changes to the Proposed Parking Ordinance along Graham Street, Alexander
Avenue, and S.Bell Avenue allowing a 25' parking prohibition at 217 Alexander (Direct
Access)
A meeting was held on Friday, July 18 with several businesses owners and representatives
concerning the proposed parking ordinance for Graham Street, Alexander Avenue, and S.Bell
Avenue. During this meeting, staff and the business representatives discussed the proposed
ordinance and it's impact to the businesses. With the proposed ordinance, parking would be
prohibited 35' from driveways and detached semi-tractor trailer parking would be prohibited.
From this discussion, it was noted that the only business that would be detrimentally impacted
due to the reduction in on-street parking was the Direct Access telemarketing business at 217
Alexander Avenue. Their representative, Thomas Cardella, noted that on-street parking is
needed to accommodate employee parking during periods of the year when their heavier
business activities occur. He indicated that a shorter 25' parking prohibition on both sides
of their driveway, instead of the proposed 35' prohibition, would be acceptable. By reducing
the parking prohibition at the driveway entrance, additional parking could be accommodated
adjacent to their business. Staff believes that this revision may be appropriate since their
business requires no semi-tractor deliveries. With no truck deliveries and exclusive use of the
lot by passenger vehicles, a 25' prohibition may be adequate to accommodate the egress and
ingress movements into their driveway.
It was also discussed that covenants precluding on-street parking were attached to most
properties within the Community Industrial Park. This measure could be upheld through civil
proceedings, however, the City could not enforce the covenants.
