HomeMy WebLinkAboutA001 - Council Action Form dated May 27, 1997 ITEM #: 33 DATE: 05/27/97 COUNCIL ACTION FORM SUBJECT: REZONING OF APPROXIMATELY 31.70 ACRES OF LAND GENERALLY LOCATED SOUTH OF AIRPORT ROAD AND EAST OF SOUTH RIVERSIDE DRIVE ON THE MUNICIPAL AIRPORT PROPERTY FROM A-1 (AGRICULTURAL) TO P-1 (PLANNED INDUSTRIAL). ACTION FORM SUMMARY: This is a proposal to rezone approximately 31 .70 acres of land, as described above. Approval of this rezoning proposal is recommended. BACKGROUND: The Planning and Zoning Commission has recommended that the rezoning of the subject property be initiated to allow industrial development in accordance with the recently approved Land Use Policy Plan (LUPP) Map change for this property which is now designated as P-1 (Planned Industrial) on the 1996 LUPP Map, adopted by the City Council in draft. A graphic showing the subject property and the proposed zoning designation is attached. ANALYSIS: Zoning District. The subject property is located in an A-1 (Agricultural) zoning district. 1988 and 1996 Land Use Policy Plans. The Planning and Zoning Commission reviewed the goals and policies of both the 1988 and the 1996 Land Use Policy Plans as part of the analysis of the LUPP Map change on April 2, 1997. It was determined that the LUPP Map change was consistent with the provisions of the LUPP and was approved by the City Council on April 22, 1997. Utilities. The demand for infrastructure will be addressed through a RISE grant awarded from the State of Iowa and through the Capital Improvements Program (C.I.P.) of the City of Ames. Utility and infrastructure improvements include the paving of South Riverside Drive and the extension of water and sewer infrastructure to the property to be rezoned. Fire Department Response Time. The estimated Fire Department response time is 6.15 minutes to the Ames Municipal Airport. Five (5) minutes is the standard that the Fire Service uses for fire and first aid response. Access/Traffic Impact. Access to the subject property will be from South Riverside Drive. South Riverside Drive is presently a gravel road. This will be paved as a two- lane street from Airport Road south to the subject property (approximately 1/2 mile). Airport Road is in the process of being widened to a four-lane street from Duff Avenue west to the Iowa State University Research Park. STAFF COMMENTS: Staff believes the community will benefit by rezoning the subject property to P-1 (Planned Industrial). The rezoning is consistent with the 1988 and the 1996 LUPP Maps, therefore the property should be rezoned to enable industrial development to occur on the Airport. PLANNING & ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission reviewed this rezoning issue at their meeting of May 13, 1997 and recommended that the rezoning be approved. ALTERNATIVES: 1 . The City Council can approve this proposal to rezone approximately 29.90 acres of land generally located south of Airport Road and east of South Riverside Drive on the Municipal Airport property from A-1 (Agricultural) to P-1 (Planned Industrial). 2. The City Council can choose not to proceed with the rezoning of approximately 29.90 acres of land generally located south of Airport Road and east of South Riverside Drive on -the Municipal Airport property from A-1 (Agricultural) to P-1 (Planned Industrial). 3. The City Council can approve the proposal to rezone approximately 29.90 acres of land generally located south of Airport Road and east of South Riverside Drive on the Municipal Airport property from A-1 (Agricultural) to P-1 (Planned Industrial), with modifications. 4. Action on this request can be postponed and referred back to City staff for additional information. 2 RECOMMENDED ACTION: It is recommended that Alternative #1 be adopted. Alternative #1 is approval of the proposal to rezone approximately 31 .70 acres of land generally located south of Airport Road and east of South Riverside Drive on the Municipal Airport property from A-1 (Agricultural) to P-1 (Planned Industrial).
