COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS ON COCONINO ROAD, MARICOPA CIRCLE,
AND MARICOPA DRIVE.
BACKGROUND:
During the past three years, the City has followed a policy of designating parking
prohibitions along 27' and 31' wide streets in new subdivisions. This was implemented
to improve traffic efficiency and safety by providing sufficient space for a two-way traffic
flow on new streets. With the recent approval of multifamily developments in
Cochrane's Second Addition, staff noted that parking designations had not yet been
made along streets in this subdivision. Streets within this subdivision include Coconino
Road, Maricopa Circle, and Maricopa Drive.
In October/November, staff notified property owners about the proposed measure of
prohibiting parking along the subdivision streets that is consistent with past City
practice. This included prohibiting parking on both sides of Coconino Road next to the
Mortensen Road intersection, and along the west side of the remaining section of
Coconino Road. It also included prohibiting parking along the south side of Maricopa
Drive and Maricopa Circle. With the parking prohibitions next to the Mortensen Road
intersection, motorists both entering and exiting Coconino Road will have adequate
space to maneuver at the approach. Other parking prohibitions along Maricopa Drive,
Maricopa Circle, and Coconino Road would ensure safe and efficient traffic movements
and emergency access. Shown on the attached diagram are the proposed parking
prohibitions.
The parking prohibition measures that are proposed are consistent with the City's
practice of designating prohibitions on City streets. Staff had concluded in a 1993 study
that parking prohibitions are necessary on any new subdivision streets that are 27' and
31' wide. With these widths, parking prohibitions are needed to provide a two-way
traffic flow. With parking present on both sides of the street, the available street width
for traffic is reduced to 15', or one lane of travel. When this parking is present, it not
only creates a hazardous situation for traffic, but also restricts access to emergency
vehicles.
Only one comment was received from David Happe, General Manager of Cochrane's
Apartments. He did indicate that other parking prohibitions should be designated along
curved sections and drive entrances on the east and north sides of Coconino Road and
Maricopa Drive, respectively. Staff concurs with this comment and has included these
other parking prohibitions in the proposed plan.

ALTERNATIVES:
1. Designate parking prohibitions along the west and south sides of Coconino
Road, Maricopa Circle, and Maricopa Drive. Also, designate parking prohibitions along
the curved sections and driveway entrances on the east and north sides of these
streets as shown on the attached diagram.
2. Modify the parking prohibition plan.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
No.1 , thereby directing the City Attorney to draft an ordinance designating parking
prohibitions along the west and south sides of Coconino Road, Maricopa Circle, and
Maricopa Drive. Also, designate parking prohibitions along the curved sections and
driveway entrances on the east and north sides of these streets as shown on the
attached diagram.

RE: PROPOSED PARKING RESTRICTIONS- COCONINO DRIVE
In response to your letter "F:\SL\96LTR\COCOMARI.029" of October 30,
I can not argue against this proposal. We have already marked some areas
along Coconino to eliminate congestion and providea more adequate turn-
ing radius for fire and emergency response vehicles. Since the City is
making this proposal, would the City maintain the signs and curb mark-
ings?
I believe that the turning radius' and sight-ways along the curved portion
of Coconino should be restricted also. I am enclosing a map layout of
"my" version.
The best solution would be a wider street. That not being an option, I
would agree that the proposal is justified.
