HomeMy WebLinkAboutA002 - Council Action Form dated January 28, 1997 Item # c;�q Date: January 28, 1997 COUNCIL ACTION FORM SUBJECT: KNAPP STREET/HAYWARD AVENUE STOP CONTROLS BACKGROUND: After reviewing accident and traffic volume data for the Knapp Street/Hayward Avenue intersection, staff recommended in October that a 4-way stop control be placed at the intersection. Prior to this evaluation, stop signs were placed stopping traffic only on the Hayward Avenue approaches. In the evaluation, it was concluded that the 4-way stop control was primarily needed to reduce the number of accidents at the intersection. Of the fourteen (14) accidents reported in the past five years, ten (10) have been right angle collisions. Included on the attached Traffic Control Authorization is the justification for this 4-way stop control. These controls were placed in late October and no complaints have been received concerning the installation. Although the City Manager can authorized the placement of stop controls per City Code Section 26.4(1 a), the City Council must also approve this measure since the controls were placed on a designated through street (Knapp Street). Knapp Street is a through street from Ash Avenue to Sheldon Avenue. This omission was discovered by the City Attorney's office this month. ALTERNATIVES: 1 . Approve the installation of stop signs on Knapp Street at Hayward Avenue. 2. Deny the action. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 , thereby, approving the ordinance to place stop controls on Knapp Street at Hayward Avenue. Since the signs exist at the intersection, it is recommended by the City Manager that the Council waive the rules to pass this ordinance in three readings. COUNCIL ACTION:
