HomeMy WebLinkAboutA001 - Council Action Form dated November 12, 1996 i Item # v Date: November 12, 1996 COUNCIL ACTION FORM SUBJECT: PARKING PROHIBITIONS ON SOUTH WALNUT AVENUE BACKGROUND: As part of the traffic signal and lane improvements at the Walnut/Clark/Lincoln Way and Walnut/South 3rd Street intersections, staff believes that parking should be prohibited along the entire west side of Walnut Avenue from Lincoln Way to South 3rd Street. This measure will enhance both safety and facilitate traffic movements along this street. Currently, parking is allowed on the west side of Walnut Avenue along a section from a point 82 feet north of South Second Street north to Lincoln Way, and from a point 314 feet south of South Second Street south to South 3rd Street. With this prohibition, the traffic lanes from South 3rd Street to Lincoln Way will be widened from 9' to 14' to accommodate traffic movements. This is especially needed during snow and other emergencies when lane widths are narrowed by more than one foot. Incidentally, the 9' traffic lane widths on South Walnut Avenue are less than the 11' minimum widths preferred for collector streets. These narrow widths provide problems since motorists do not have adequate clearance space next to opposing traffic and street side obstacles. Shown on the attached diagram is the location of the proposed and existing parking prohibitions along South Walnut Avenue. The proposed parking prohibitions would also enhance safety along South Walnut Avenue. By prohibiting on-street parking, sight distance for motorists at drive locations will be significantly improved. Also, motorists will have considerable clearance widths from opposing traffic and street side obstacles. In addition, conflicts associated with parking maneuvers will be avoided along this street. Currently, traffic volumes exceed 7,000 vehicles per day on Walnut Avenue between Lincoln Way and South 3rd Street. Staff did notify the property owners and residents along the adjacent areas about this measure in mid-October. At the present time, no comments have been received from either property owners or residents concerning this measure. ALTERNATIVES: 1 . Prohibit parking along the entire west side of South Walnut Avenue from Lincoln Way south to South 3rd Street. 2. Do nothing. CAF - Parking South Walnut November 12, 1996 Page 2 MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby directing the City Attorney to draft an ordinance prohibiting parking along the entire west side of South Walnut Avenue from Lincoln Way to South 3rd Street.
