COUNCIL ACTION FORM
SUBJECT: ONTARIO STREET PARKING PROHIBITION
BACKGROUND:
As a result of community growth, staff believes that parking prohibitions should be
implemented on both sides of Ontario Street from North Dakota Avenue west to the City
limits to enhance safety and traffic flow. During the past five years, traffic has increased
significantly on Ontario Street west of North Dakota Avenue due to new development.
Traffic volume counts taken on Ontario Street west of North Dakota Avenue this past
month showed that volumes have increased to 5,000 vehicles per day. Currently, no
parking prohibitions exist on either side of Ontario Street along this section. Shown on
the attached diagram are the proposed parking prohibitions and the potential traffic lane
configuration on Ontario Street.
Parking prohibitions are recommended on Ontario Street for the primary purpose of
facilitating traffic flow. This measure is consistent with the street's primary function of
serving "through" east/west traffic in the area. This "through" street is needed in the
area to accommodate trips generated by the growing community that now extends
more than one-half mile west of North Dakota Avenue to Nebraska Avenue. With these
prohibitions, safety and traffic efficiency would be enhanced since right and left turning
traffic would have additional lanes to maneuver at the intersections along Ontario
Street. Also, motorists would have to contend with the additional street side obstacles,
and the sight distance and parking maneuver problems associated with the parking.
Staff did distribute notices to residents along Ontario Street. The only response was
received from Mr. Monte Mena, 1217 Idaho who requested that parking prohibitions be
designated only during daytime periods. He has indicated that his preference would be
to park along Ontario Street during nighttime periods since parking is restricted along
Idaho Avenue (from 100' south of Ontario Street) next to his residence.
Though staff recommends that parking prohibitions be designated along Ontario Street,
the Cy-Ride bus stop will still exist along the south side of the street east of Delaware
Avenue. Since this is a transfer location, these buses must wait at this location for
periods as long as five minutes. Although the buses will impede flow in this lane for
these periods, staff believes that safety will not be compromised by their presence.
ALTERNATIVES:
1 . Prohibit parking on both sides of Ontario Street from North Dakota Avenue west
to the city limits

2. Prohibit parking on both sides of Ontario Street for daytime periods only.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby directing the City Attorney to prepare an ordinance designating
parking prohibitions along both sides of Ontario Street from North Dakota Avenue west
to the city limits.
