SUBJECT: Proposed Development at 3308 Emerald Drive

The four main reasons the developers said they can' t change the
design for the development at 3308 Emerald Drive are:
1 . Save more trees .
2 . Keep the front yards aesthetic.
3 . Safe areas for kids to play.
4 . Excessive traffic on Emerald Drive.
1 . SAVE TREES
By turning around all the units marked "B" 180 degrees, you
can save at least four trees on Opal Drive for the front
yard green space, while also saving at least two of six
trees on Emerald Drive. All of the trees we are talking
about are healthy trees, not sick or damaged trees to be
removed anyway. (See attachment)
2 . AESTHETICS
By turning around all the units marked "B" 180 degrees and
with the trees saved and the new ones that are planned to be
planted, you would still have an aesthetically pleasing view
from Emerald Drive . You can also have a nice undulating
sidewalk on both sides of the development for morning or
evening walks . The "B" units have the combined driveways so
only four drives exit onto Emerald Drive, rather than eight
double drives in a row.
3. SAFETY FOR KIDS
By turning the four units in the middle, it gives space for
three huge front yards to play in. (See photos . ) With
minimal landscaping you can make the break from the front
yard to the driveways actually very subtle. For instance, a
raised flower bed or some low hedges .
4 . TRAFFIC
By turning the middle units marked "B" 180 degrees, the
driveways on Emerald Drive would be far enough away from
Jewell Drive as not to be a hazard when backing onto Emerald
Drive. This would also alleviate some of the on-street
parking congestion that is assured to happen on Opal Drive.
In 1992 a traffic count was done for Emerald Drive at Jewell
Drive and at Garden Road. The actual counts were 507 cars
per day at the Emerald Drive-Jewell Drive intersection and
139 cars per day at Emerald Drive and Garden Road. The
trailer park was in full force at that time which is why
there is such a discrepancy in traffic counts at each end of
Emerald Drive. Now it is visibly less at both intersections
because the trailer park inhabitants used both accesses to
S. Duff. With this in mind, the actual traffic count for
both ends of Emerald Drive is approximately 100 right now.
The new projected traffic count on Opal Drive, where the
proposed development at 3308 Emerald Drive is planned, will
be approximately 350+ cars per day all funneling to the Opal
Drive-Jewell Drive intersection. These figures are based on
the projected 22 units each having at least two vehicles
which would total 44 . Then adding the existing 10 dwellings
with each having an average of 2 vehicles per unit would
make an overall total of 64 vehicles. With projections of
each vehicle averaging two to three trips per day, the total
traffic count would be 320 to 384 vehicles per day. Our
estimates of two to three trips per day would be considered
on the average, low.
During a.m. rush hour, many vehicles now come down Jewell
Drive to Opal Drive and cut North to Crystal to access S.
Duff by Char' s (the old Casey' s Store) . When the trailer
court was there, some of the traffic from Emerald Drive
actually turned up to Opal Drive to cut over to Crystal to
access S. Duff.
The proposed development plan will force all the traffic,
(on Opal Drive) to one intersection, whereas if some of the
driveways (not all) came out on Emerald Drive, they would
have a choice of access routes to S. Duff. With all this
extra traffic at Opal Drive and Jewell Drive, it has the
potential for causing a very dangerous intersection for
cross traffic trying to access S . Duff at the easiest point,
whether it be Jewell- Drive or Crystal Drive.

In the last five years there were two accidents at the
intersection of Opal Drive and Jewell Drive, one in 1992 and
one in 1993. For that same period, there were 0 accidents
at Emerald Drive and Jewell Drive.
The builders would have you believe that Emerald Drive is a
very, very busy street. We believe, with the above
information, we have shown that Emerald Drive would be more
than safe enough to support four double driveways .
