COUNCIL ACTION FORM
SUBJECT: 30TH STREET PARKING PROHIBITIONS.
BACKGROUND:
In 1994, the 30th Street/Hoover intersection was reconstructed as a four-legged
intersection with the extension of Reagan Drive. With this improvement, pavement
markings were changed on 30th Street to provide a continuous four lane section from
Grand Avenue to Hoover. However, the ordinance was not changed to prohibit parking
along 30th Street from Roy Key to Hoover to accommodate this changed traffic flow.
Prior to this improvement, 30th Street was marked only as a four lane facility from
Grand Avenue to Roy Key, and a two lane facility west of Roy Key to Hoover Avenue.
Parking was allowed on both sides of 30th Street west of Roy Key, however, it was
seldom utilized.
With the reconstruction of 30th Street from Grand Avenue to Hoover, permanent lane
markings were installed to provide a four-lane traffic facility. This has provided
enhanced efficiency and safety along this arterial street since motorists can turn from
one of the two lanes into drives and intersections without impeding traffic. Currently, no
problems have been reported concerning the loss of parking along 30th Street. Parking
is allowed on both sides of intersecting streets such as Hoover Avenue, Northwestern,
Ferndale, and other streets to accommodate parking needs for properties located on
30th Street. Staff does believe that with the current traffic volume of 4,000 vehicles per
day, 30th Street should be a four-lane traffic facility.
ALTERNATIVES:
1 . Prohibit parking along both sides of 30th Street from Roy Key Avenue to Hoover
Avenue.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one, thereby directing the City Attorney to draft an ordinance prohibiting
parking along both sides of 30th Street from Roy Key Avenue to Hoover Avenue.
