SUBJECT: CHANGING SPEED LIMITS ON WEST LINCOLN WAY
BACKGROUND:
In the past, the Iowa Department of Transportation (IDOT) has had jurisdiction of West Lincoln
Way from Thackeray Avenue to the west city limits. Since the IDOT had jurisdiction, they
established a 45 mph (Dakota to Thackeray) and 50 mph (Thackeray to County Line Road)
speed limit on this section of highway. This was established according to the Code of Iowa
that states that suburban highways should have a minimum speed limit of 45 miles per hour.
This speed limit has been posted on West Lincoln Way for the past twenty years.
Last year, the City assumed jurisdiction of this section of street that includes establishing and
maintaining posted speed limits. Currently, the City ordinances state that a 55 mph speed
limit should be posted on Lincoln Way from Dakota Avenue west to the County. This speed
limit needs to be revised to coincide with the existing posted speed limits, and to reflect the
development that is occurring on this street section.
Staff believes that a 45 mph speed limit should be extended from Dakota Avenue west 3,960'
to Bentwood subdivision's west line. This would extend the existing posted 45 mph speed limit
west one-quarter of mile to this recently developed area. Staff also believes that the current
50 mph speed limit should be maintained from Bentwood Subdivision to the County Line
Road. Attached on the diagram is the location of the speed limit zones.
ALTERNATIVES:
1 . Designate a 45 mph speed limit zone on West Lincoln Way from Dakota Avenue to
3,960' west (Bentwood Subdivision), a 50 mph speed limit zone from Bentwood Subdivision to
the County Line Road.
2. Do nothing.
3. Maintain a 55 mph speed limit zone on West Lincoln Way from Dakota Avenue west to
County Line Road.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative number 1 ,
thereby directing the City Attorney to draft an ordinance designating a 45 mph speed limit
zone on West Lincoln Way from Dakota Avenue to 3,960' west (Bentwood Subdivision), a 50
mph speed limit zone from Bentwood Subdivision to the County Line Road.
