HomeMy WebLinkAboutA002 - Council Action Form dated July 9, 1996 r S Item # 33 Date: July 9, 1996 COUNCIL ACTION FORM SUBJECT: HICKORY DRIVE PARKING PROBLEM BACKGROUND: A request was received from Dick Roseland, 315 Hickory Drive to change the parking on Hickory Drive. He indicated that due to the combination of the narrow curved street, on-street parking, and neighboring landscape growth, on-street parking should be moved to the west side of Hickory Drive. Currently, parking restrictions are designated on the east and south sides of Hickory Drive from Woodland Street to Westbrook Drive. This has been one of the several parking related issues that have been raised by residents on Hickory Drive. In September, 1993, a request from Labh S. Hira had been approved by City Council for designating parking prohibitions on the west side of Hickory Drive along the curve radius in front of his residences at 321 Hickory Drive. This was initiated due to an accident at this location. This involved a motorist who collided with an opposing vehicle after he passed a bicyclist on Hickory Drive. One of the contributing factors in this accident was a lack of sight distance afforded by the high landscape growth along the west side of Hickory Drive. As a result of this evaluation, staff informed property owners that landscape growth must be maintained at a 2' height. No accidents have been reported along this street section since this incident. The request from Dick Roseland concerns moving the on-street parking to the east side of Hickory Drive in this location. Staff believes that this parking should remain on the west side due to the number of driveways on the east side, the curve street section, and potential for continuous sight distance problems due to the high landscape growth. Due to this growth, residents backing out of driveways on the west side of Hickory Drive would have a more severe sight distance problem since they would have to view motorists traveling south along the westerly curb section. Currently, these motorists are traveling at least 10 feet from this curb section and can be more easily seen. Moving the parking along the east side of the street would not appreciably improve sight distance since problems would still be afforded by the landscape growth. It is believed that this landscape growth creates an equal or worse sight distance problem than the on-street parking. If this parking is moved to the east side, then the landscape growth should be maintained at 4", instead of the 2' height currently allowed. r CAF - Hickory Drive Parking July 9, 1996 Page 2 Staff also believes that parking should remain on the west side due to the larger number of driveways along this side. Currently, there are 10 and 15 drives along the west and east sides of the street respectively. Due to the larger number of driveways, there is a greater potential of conflict involving vehicles backing out of driveways on the east side, compared with the west side. It should also be noted that motorists backing out of driveways along the east side would have similar sight problems as ones on the west side due to the street curvature. To remedy the poor sight distance at Mr. Roseland's drive location, staff recommends that the parking be prohibited on the west side of Hickory Drive0' south of his drive. This would extend the parking prohibition to the property line of(2 1,-Hickory Drive. With this prohibition, there should be adequate sight distance at the drive location. Staff intends to send property owners along the west side of Hickory Drive reminder notices about maintaining landscape growth at 2' within the right-of-way area. This will provide improved sight distance for most properties along this section of street. A recent survey indicated that most property owners were maintaining their landscape at this height. ALTERNATIVES: 1 . Do nothing. 2. Move the on-street parking to the east side of Hickory Drive from Woodland Street to Westbrook Drive. 3. Evaluate the measure to move the parking to the east side of Hickory Drive by contacting property owners along this street section. 4. Maintain the parking on the west side of Hickory Drive, and extend a 60' parking prohibition on the west side of Hickory Drive from Mr. Roseland's driveway to the property at 231 Hickory Drive. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 4, thereby maintaining the parking prohibition on the west side of Hickory Drive and extending a 60' parking prohibition on the west side of Hickory Drive from Mr. Roseland's driveway to the property at 231 Hickory Drive.
