HomeMy WebLinkAboutA001 - Council Aciton Form dated June 25, 1996 Item # 01 Date: June 25, 1996 COUNCIL ACTION FORM SUBJECT: DESIGNATING PARKING PROHIBITIONS ON WHITE OAK DRIVE IN THE SUNCREST SUBDIVISION BACKGROUND: During the review of the Suncrest Subdivision, staff indicated to the developer, Dixon Jensen & Friedrich Iowa Realty, that parking prohibitions should be designated along one side of subdivision streets that are 27' and 31' wide. This measure is needed to provide a safe street width for passage of local traffic and emergency vehicles. Currently, the developers are proceeding with an administrative plat that includes the White Oak Drive street section that extends 570 feet south of Oakwood Road. Parking prohibitions are proposed on both sides of the street for a distance of 70' south of Oakwood Road, and on the west side from Oakwood Road to the south end. Staff had concluded in a 1993 study that parking prohibitions are necessary on any new subdivision streets that are 27' and 31' wide. With these widths, parking prohibitions are needed to provide a two-way traffic flow. With parking present on both sides of the street, the available street width for traffic is reduced to 15', or one lane of travel. When this parking is present, it not only creates a hazardous situation for traffic, but also restricts access to emergency vehicles. The developers have indicated that the parking prohibitions on the west side of White Oak Drive would be appropriate. With this prohibition, motorists entering the subdivi- sion would not encounter parked vehicles in the west lane and have to make sudden maneuvers. ALTERNATIVES: 1. Designate parking prohibitions along both sides of White Oak Drive for a distance of 70' south of Oakwood Road, and on the west side from Oakwood Road to the south end. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 , thereby directing the City Attorney to prepare an ordinance designating parking prohibitions along both sides of White Oak Drive for a distance of 70' south of Oakwood Road, and on the west side from Oakwood Road to the south end.
