COUNCIL ACTION FORM
SUBJECT: GREELEY STREET AND PEARSON AVENUE PARKING PROHIBI-
TIONS.
BACKGROUND:
City Council has directed staff to review and possibly improve the current parking signs
on both Greeley Street and Pearson Avenue so users could better understand the
prohibitions. Currently, many users are confused about the prohibition and either park
on the wrong side, or avoid parking on the street. Often this results in problems for
both the users who receive parking tickets, and motorists who must drive down narrow
streets that have vehicles parked along both sides. For motorists, this creates a more
hazardous situation since there is only space on the street for one lane of traffic flow.
After exploring many different sign layouts, staff believes that one of the best alterna-
tives is one that has the fewest words and time periods. This one is shown on the
attached sheet along with the current parking sign. With this sign layout, users would
more quickly understand the prohibition and compliance would improve considerably.
However, with this proposed sign change, the ordinance must be revised. The existing
ordinance is given below:
Parking is prohibited on Monday, Wednesday and Friday on the west/south side, and
on Tuesday, Thursday, Saturday and Sunday on the east/north side from 6:00 a.m. to
2:00 p.m. the next day. Also, parking is prohibited on both sides between 2:00 a.m.
and 6:00 a.m., and is prohibited from more than six hours from 6:00 a.m. until 2:00 a.m.
the next day.
To correlate with the new sign changes, the ordinance must read:
Parking is prohibited on Monday, Wednesday and Friday on the west/south side, and

prohibited on both sides between 2:00 a.m. and 6:00 a.m., and is prohibited from more
than six hours from 6:00 a.m. until midnight.
Staff has contacted the residents along Pearson Avenue and Greeley Street about the
change to solicit comments about the ordinance change. However, some of the
comments received included ones to alter the parking duration, the "change over"
period, and the evening parking prohibition along both streets. Though these com-
ments were taken into consideration, staff's original intent was to only clarify the parking

signs, and not to modify the prohibition. This new signage may still be confusing
and this prohibition may be reviewed again if problems persist. Attached are the
responses from the residents along both Pearson Avenue and Greeley Street.
Staff also received a comment that concerned the removal of parking along the
south/west corner of Sunset Drive and Pearson Avenue due to the difficulties of
maneuvering at this location when vehicles are parked on both sides of the street.
Specifically, it was noted that parking should be prohibited on the south/west sides of
Pearson Avenue between the 311 and 317 Pearson Avenue driveways. After evaluat-
ing this situation, staff does believe that parking should be prohibited along this portion
of the street to improve safety. The two residents at 311 and 317 Pearson Avenue were
contacted about this measure. Subsequently, no problems have been expressed about
this proposed prohibition.
ALTERNATIVES:
1 . Change the parking ordinance on Greeley Street and Pearson Avenue to clarify
the parking signs. Also, prohibit parking between drives at 311 and 317 Pearson
Avenue.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1 , thereby directing the City Attorney to prepare the ordinance change to
clarify the parking signs. This includes preparing an ordinance to prohibit parking
between drives at 311 and 317 Pearson Avenue. It is expected that the people will
still be confused by these signs, but the confusing regulations make for confus-
ing signs.
