COUNCIL ACTION FORM
SUBJECT: MOTION TO APPROVE AN ORDINANCE REZONING PROPERTY
LOCATED AT 1515 DELAWARE AVENUE FROM G-1 (GENERAL INDUSTRIAL) TO
R-3 (MEDIUM-DENSITY RESIDENTIAL).
ACTION FORM SUMMARY: This is a request to rezone a single-family residential
property from G-1 (General Industrial) to R-3 (Medium-Density Residential) to make the
use of this property consistent with the zoning.
Approval of this request for rezoning is recommended.
BACKGROUND:
The applicants are requesting that the City rezone the lot at 1515 Delaware Avenue,
which includes 9,000 square feet, from G-1 (General Industrial) to R-3 (Medium-Density
Residential).
The subject property is described as follows:
Lot 12, Block 7, Ontario Original Town, and a ten (10) foot wide strip on
land along the east side of Lot 12.
The reason given by the applicant for the proposed rezoning is to bring the use of the
property as a single-family residence into conformance with the zoning designation.
ANALYSIS:
Zoning District. The subject property has been zoned as G-1 (General-Industrial) since
that zoning district was established in 1980. Prior to that time, the subject property was
zoned as 1-1 (Light-Industrial) since 1965.

Land Use Policy Plan. The following goals and policies from the Land Use Policy Plan
(LUPP) apply to this LUPP Amendment proposal:

Community Priorities
• Maintain and enhance the integrity and character of existing residential
neighborhoods.
1995 LUPP Goals. Policies & Objectives
Goal No. 6. It is the goal of Ames to increase the supply of housing and to provide a
wider range of housing choices.
Objectives. In increasing housing opportunities, Ames seeks the following objectives.
6A. Ames seeks to increase the overall supply of low and moderate-income
housing through the following means: (1) conservation of such units in
existing areas that are not designated for redevelopment or intensification;
and, (2) inclusion of such units in new market-driven housing developments
through zoning incentives.
Utilities. Utilities are adequate to serve the existing dwelling.
Water:
• 6-inch water main on Delaware Avenue.

Sanitary Sewer:
• 8-inch sanitary sewer main on Delaware Avenue.
Storm Sewer:
• 21-inch storm sewer on Delaware Avenue.
Electric:
• Electric service will be provided by the City of Ames.
Access/Traffic Impact. No changes in access or traffic are anticipated as a result of this
rezoning. The applicants are not proposing a redevelopment of the property.
STAFF COMMENTS:
City staff recommends approval of the request for rezoning. Staff believes the rezoning
of the subject property to R-3 (Medium-Density Residential) is consistent with the LUPP.
Rezoning of this property would maintain the character of the existing neighborhood and
would conserve an existing housing unit.
RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION:
The Planning and Zoning Commission reviewed this request at their meeting of June 5,
1996 and recommended that this request be approved.
ALTERNATIVES:
1 . That the City Council approve the request to rezone property located at 1515
Delaware Avenue from G-1 (General Industrial) to R-3 (Medium-Density
Residential).
2. That the City Council deny approval of the request to rezone property located at
1515 Delaware Avenue from G-1 (General Industrial) to R-3 (Medium-Density
Residential).
3. That the City Council approve the request to rezone property located at 1515
Delaware Avenue from G-1 (General Industrial) to R-3 (Medium-Density
Residential) with modifications.
4. Table this request for additional information from City staff and/or the applicants.

RECOMMENDED ACTION:
Adoption of Alternative #1. This would approve the request to rezone property located
at 1515 Delaware Avenue from G-I (General Industrial) to R-3 (Medium-Density
Residential) upon action by the City Council.
